PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to receive and execute visual, verbal and written orders. They are also able to communicate with officials on board a vessel.

People credited with this unit standard are able to:
  • Receive and execute visual, verbal and written orders.
  • Demonstrate understanding of both visual and audible signals used in a marine environment.
  • Communicate with visiting officials on board a vessel.

    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard.

    The following scope and context applies to the whole unit standard:
    In compliance with current Maritime Legislation, Codes and Practices, the scope of this unit standard covers the competence to effectively communicate as required of an rating on board, e.g. merchant marine, port operations or fishing craft.
    Specific range statements are provided in the body of the unit standard where they apply to specific outcome or assessment criteria.

    Receive and execute visual, verbal and written orders.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Emergency instructions are prioritised, and responses are appropriate in terms of actions and degree of urgency, as per Safety Committee guidelines. 

    ASSESSMENT CRITERION 2 
    The ability to receive and execute routine, emergency, written and verbal instructions is demonstrated accurately in accordance with SAMSA Code. 

    ASSESSMENT CRITERION 3 
    Understanding of instructions is clarified where necessary by questions, and opportunity is provided for questions of clarification from the recipient. 

    ASSESSMENT CRITERION 4 
    Orders received are acknowledged by verbal repetition as required by standard operating procedures. 

    ASSESSMENT CRITERION 5 
    Use of basic nautical terms are accurate and appropriate to the particular context, and promotes effective communication. 

    SPECIFIC OUTCOME 2 
    Demonstrate understanding of both visual and audible signals used in a marine environment. 
    OUTCOME RANGE 
    Visual and audible signals could include but are not limited to: Handheld walkie-talkies, telephone systems, distress signals, search and rescue devices. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Different visual and audible alarm and call signals are identified and distinguished in terms of purpose and degree of urgency, as required by SAMSA code. 

    ASSESSMENT CRITERION 2 
    Responses to signals are appropriate in terms of actions and degree of urgency, as required by onboard Safety Committee and/or as defined in Standing Operating Procedures. 

    ASSESSMENT CRITERION 3 
    Location of all emergency alarm activating points are identified and their use demonstrated as required by SAMSA and onboard Safety Committee. 

    ASSESSMENT CRITERION 4 
    The purpose of communication, signalling apparatus and pyrotechnics is described with examples. 

    ASSESSMENT CRITERION 5 
    Operation of the equipment and apparatus complies with manufacturer`s instructions and SAMSA code. 

    SPECIFIC OUTCOME 3 
    Communicate with persons visiting and working on board the vessel. 
    OUTCOME RANGE 
    Communication with officials and members of the general public is correct and effective. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Tone and language used is appropriate to the particular situation and complies with Standing Orders. 

    ASSESSMENT CRITERION 2 
    Communication is clear, concise and polite and promotes positive image of vessel, as per standing instructions. 

    ASSESSMENT CRITERION 3 
    Responses to requests for information by visitors or fellow crewmembers are appropriate in terms of content and detail, in accordance with Commercial Standing Orders.

This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance.     UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
