The person credited with this unit standard is able to identify current legislative and regulatory requirements as well as company specific operating procedures applicable to a vessel. Learners are also able to support preventative measures against stowaways and drug smuggling.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Current legislative and regulatory requirements are identified in accordance with a vessel`s operating certificate. 
    ASSESSMENT CRITERION RANGE 
    Requirements include: the seaman`s responsibility to meet ports, health, dangerous goods requirements.
     

    ASSESSMENT CRITERION 2 
    Regulatory organisations involved in issuing and monitoring the compliance of a vessel`s operating certificate are identified and listed in accordance with maritime requirements. 
    ASSESSMENT CRITERION RANGE 
    Regulatory organisations include but are not limited to: South African Maritime Safety Authority, STCW, immigration authorities.
     

    ASSESSMENT CRITERION 3 
    The consequences of not adhering to the legislated procedures are identified in terms of legal action, delays and administrative problems.

    Identify company specific operating procedures applicable to a vessel.

    The requirements for company operating procedures are identified in terms of a vessel`s operating certificate. 

    ASSESSMENT CRITERION 3 
    Safety equipment required on the vessel is identified in accordance with a vessel`s operating certificate. 
    ASSESSMENT CRITERION RANGE 
    Safety equipment includes but are not limited to: personal life preservation equipment, life rafts, life jackets and buoys, electronic aids, radio telephone.
     

    SPECIFIC OUTCOME 3 
    Support preventative measures against stowaways and drug smuggling.

    Local, Harbour & International regulations, search patterns, drug smuggling methods. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Vigilance in the detection and detention of stowaways complies with standing instructions for time and area, as laid down in Harbour Regulations. 

    ASSESSMENT CRITERION 2 
    Common methods of smuggling drugs onto vessels are described, as per standing instructions and in compliance with International Conventions. 

    ASSESSMENT CRITERION 3 
    Stowaway and drug search procedures are followed at all times whilst the vessel is alongside, in compliance with International Conventions and standing instructions. 

    ASSESSMENT CRITERION 4 
    Specific routine inspections that guard against smuggling methods are described as per standing instructions and in compliance with international conventions.

    Accreditation Options: Providers of learning towards this unit standard will need to meet the accreditation requirements of the relevant ETQA.

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The following essential embedded knowledge will be assessed through assessment of the specific outcomes in terms of the stipulated assessment criteria. Candidates are unlikely to achieve all the specific outcomes, to the standards described in the assessment criteria, without knowledge of the listed embedded knowledge. This means that for the most part, the possession or lack of the knowledge can be directly inferred from the quality of the candidate`s performance. Where direct assessment of knowledge is required, assessment criteria have been included in the body of the unit standard.

  • Prevention of pollution of the marine environment is governed by regulation, (MARPOL) legislated by the International Maritime Organisation.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:
  • All candidates to be assessed for this unit standard are required to provide evidence of competence (obtained by attending an approved course) in the following:
  • Basic First Aid.
  • Fire Fighting.
  • Evidence is required with regard to the candidate being medically fit.
  • The importance of both safety and due care and consideration for the environment is to be kept in mind when assessing a candidate for this unit standard.

    This refers to a safety management system stipulated by regulation of the International Maritime Organisation. (IMO)
