PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for people in quality assurance roles charged with evaluating (critiquing) standards used in education, training and development. The standards may be in various forms, including but not limited to unit standards, assessment standards, curriculum statements and qualifications.

People seeking credit for this unit standard could be staff of relevant quality assuring bodies or members of groups who have developed the standards and who undertake a quality check prior to submission for formal approval. The evaluation of the standards would take place against documented quality criteria prepared by an authorised, national, quality assurance body.

People credited with this unit standard are able to:
  • Critique standards;
  • Critique qualifications; and
  • Provide feedback on the standards and qualifications for approval. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Knowledge of the national education and training system and associated requirements. 

    UNIT STANDARD RANGE 
    1. Candidates are not expected to develop their own criteria or quality assurance tools and documents. It is assumed that national quality criteria and any associated quality documents/checklists are standardised and issued by the authorised, national, quality assurance body.

    2. The evaluation should relate to the fitness-for-purpose of the standards for use on outcomes-based assessment and qualification systems. Key factors in the evaluation would be decisions related to:
  • The clarity and transparency of the statements of performance requirements;
  • The potential of the statements of performance requirements to guide the development of focused learning materials and contribute to robust assessment practice, and sound and consistent assessment decisions;
  • The internal coherence of the statements of performance requirements;
  • Compliance with style and formatting requirements.

    3. For credit, a candidate must evaluate batches of at least five standards from at least two, different, subject areas, and at least one complete qualification. "Subject areas" could be, for example, subfields or domains (or similar classification categories) used in national qualification systems. "Different" requires the body's setting the standards to be different, or the writers of each batch of standards to be different people or groups.

    ASSESSMENT CRITERION 3 
    Recommendations on the approval or non-approval of the standards are soundly based, and recorded. 

    ASSESSMENT CRITERION 4 
    Documentation required in and for the evaluation is kept ordered and secure throughout the evaluation process. 

    ASSESSMENT CRITERION 5 
    The evaluations are conducted in an ethical, reliable, practical and objective manner. Any potential for bias and discrimination is avoided. 

    ASSESSMENT CRITERION 6 
    The volume and timeliness of evaluations carried out is in accordance with agreed plans and targets.

    Documentation of any variance and/or shortcomings detected is sufficient to provide clear and constructive feedback to other parties. Notes and reports are legible and complete. 

    ASSESSMENT CRITERION 2 
    Opportunities are taken to discuss major issues directly with the body submitting the standards. Potential remedies are explained and any agreed solutions are documented. 

    ASSESSMENT CRITERION 3 
    Feedback is restricted to matters of fact and relevance to the quality of the standards and qualifications. 

    ASSESSMENT CRITERION 4 
    All documentation and records of discussion are secured and stored in readiness for any re-submission of the standards.

    1. Assessors for this unit standard must be registered with the relevant ETQA.
