PURPOSE OF THE UNIT STANDARD 
The purpose of this Unit Standard is to orientate learners with regard to the plight of victims of crime and human rights abuses in the field of Victim Empowerment.

Learners accredited with this Unit Standard will be capable of:
  • Defining Victim Empowerment and explain different types of victims and categories of victimisation.
  • Describing the nature of Victim Empowerment in South Africa and the reasons for its emergence.
  • Identifying and explaining the needs and rights of victims in South African communities
  • Identifying and explaining available Victim Empowerment services to communities. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 1 or equivalent competence.
  • Mathematical literacy at NQF level 1 or equivalent competence. 

  • UNIT STANDARD RANGE 
    Context of victimisation in South Africa should highlight the relationship between violence, poverty, HIV/Aids, history of apartheid and political violence and discuss the implications of these on victimisation and the social fabric of society.

    The cycle of violence should describe how victims of crime become either re-victimised, or displaced (example of violence in the home) as described by Camerer/Sinani model and refer to the dichotomy of victim/perpetrator where victims can become perpetrators if untreated.

    Different types and levels of services required by victims are determined by the severity of the incident, the degree of distress /severity of symptoms following exposure to a traumatic incident, access to appropriate support systems and the needs expressed by victims them selves.

    ASSESSMENT CRITERION 1 
    Definition of a victim is explained as per the United Nations Declaration of Basic Rights for Victims of Crime and Abuse of Power. 

    ASSESSMENT CRITERION 2 
    Victim Empowerment is explained in line with the National Crime Prevention Strategy (NCPS), Integrated National Victim Empowerment Policy and the South African Police Services Victim Empowerment Policy. 

    ASSESSMENT CRITERION 3 
    Core concepts related to Victim Empowerment are defined according to the South African Victims' Charter, Integrated National Victim Empowerment Policy and the South African Police Services Victim Empowerment Policy. 

    ASSESSMENT CRITERION 4 
    Different categories of victims are explained with reference to the Integrated Victim Empowerment Policy, South African Victims' Charter and the South African Police Services Victim Empowerment Policy. 

    ASSESSMENT CRITERION 5 
    Different types of victimisation are described with relevant examples. 
    ASSESSMENT CRITERION RANGE 
    Victims include, but not limited to: victims of crime, violence & human rights abuses, war & political violence e.g. including victims of torture, refugees, political prisoners and ex-combatants, motor vehicle accidents and natural & man made disasters.

    Describe the nature of Victim Empowerment in South Africa and the reasons for its emergence.

    History and reasons for emergence of Victim Empowerment in South Africa is explained as described in the South African Victims' Charter. 

    ASSESSMENT CRITERION 2 
    The nature and context of victimisation/crime and violence is explained in the South African context. 

    ASSESSMENT CRITERION 3 
    Benefits of Victim empowerment is explained as described in the Integrated National Victim Empowerment Policy. 

    ASSESSMENT CRITERION 4 
    Roles and responsibilities of various role-players in Victim Empowerment are explained according to the South African Victims' Charter and the Integrated National Victim Empowerment Policy. 

    SPECIFIC OUTCOME 3 
    Identify and explain the rights, responsibility and needs of victims in South African communities. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Needs of victims following victimisation are identified and described with examples. 

    ASSESSMENT CRITERION 2 
    The rights of victims are explained with reference to the United Nations Declaration, the South African Constitution and the South African Victims' Charter. 

    ASSESSMENT CRITERION 3 
    Options available to victims seeking redress are explained according to the South African Victims' Charter. 

    ASSESSMENT CRITERION 4 
    Responsibilities of victims in relationship to their rights are explained according to current practice in the Victim Empowerment workplace, institution or organisation. 

    SPECIFIC OUTCOME 4 
    Identify and explain available Victim Empowerment services. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Services required by victims of crime are identified based on victims' needs. 

    ASSESSMENT CRITERION 2 
    Appropriate services, resources and service providers required by victims are identified and explained using relevant case studies. 
    ASSESSMENT CRITERION RANGE 
  • Appropriate services include, but not limited to: education and awareness, advocacy, medico-legal services, court support, court preparation, legal advice, victim support (i.e. emotional support, practical assistance and information), trauma counselling, psychotherapy and in and out patient care etc.
  • Service providers include, but are not limited to: police station, clinic, Non-Governmental Organisations, Community Based Organisations, Faith Based Organisations etc.
     

  • ASSESSMENT CRITERION 3 
    Referral procedures to access services are briefly described according to accepted Victim Empowerment practice in South Africa. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Victim Empowerment or a related sub-field of Human and Social Studies at a minimum of NQF level 3.
