This unit standard is intended for learners who need to understand democracy and its influence on society.

The qualifying learner is capable of:

  • Explaining how democracy influences values and attitudes in society.
  • Exploring the dynamics of diversity in a democratic society.
  • Developing a strategy to develop and maintain democracy in an organisation.

    Demonstrate insight into the principles of democracy. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. The concept of democracy as a means of organising society is explained with reference to pseudo, electoral and liberal democracy. 

    ASSESSMENT CRITERION 2 
    2. The core indicators of democracy are analysed and indication is given of how these principles influence practices in governance and civil society. 
    ASSESSMENT CRITERION RANGE 
    Core indicators of democracy include, but are not limited to, regular and free elections, rule of law, protection of human rights, open and transparent governance, separation of powers, accountable government and citizen participation.
     

    ASSESSMENT CRITERION 3 
    3. Participative democracy and representative democracy are compared and an indication is given of the role of citizen participation in each system.

    Analyse the application of democracy in society.

    ASSESSMENT CRITERION 1 
    1. The vertical and horizontal applications of democracy in two diverse societies are analysed with reference to the impact on the dynamics of the social and political systems. 
    ASSESSMENT CRITERION RANGE 
    Vertical application of democracy refers to the relationship between people and government. Horizontal application of democracy refers to the relationship between people.
     

    ASSESSMENT CRITERION 2 
    2. The South African Constitution is analysed and an indication is given of how the Constitution interprets and applies democratic principles. 

    ASSESSMENT CRITERION 3 
    3. The constitutions of two bodies or organisations are compared in terms of how each interprets and applies democratic principles. 

    SPECIFIC OUTCOME 3 
    Explain how democracy influences values and attitudes in society.

    1. The relationship between decision making and democracy is explained with examples.

    2. The values and attitudes implied by a democratic system are analysed in terms of behaviour towards others and improved relations.

    Explore the dynamics of diversity in a democratic society.

    ASSESSMENT CRITERION 1 
    1. The dynamics of diversity in South African society are investigated with reference to gender, language, disability, nationality, age, HIV/AIDS and race. 

    ASSESSMENT CRITERION 2 
    2. The different nuances of diversity referred to in the South African Bill of Rights are identified and an indication is given of how these impact on structures and relationships in society. 

    ASSESSMENT CRITERION 3 
    3. Ways in which an individual's practices and behaviour can be explicitly anti-discriminatory are identified and an indication is given of how diversity can be managed effectively.

    Develop a strategy to develop and maintain democracy in an organisation.

    1. The situation in an organisation is analysed in order to identify the impact of diversity on the organisation's culture. 

    ASSESSMENT CRITERION 2 
    2. Strategies to manage diversity in a selected organisation are proposed with reference to appropriate legislation, policy and implementation. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Assessment of this Unit Standard should be contextual and practical.
  • Assessors must be registered as assessors with the appropriate ETQA.
  • Moderators must be registered as assessors with the appropriate ETQA, or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
  • The mechanisms and requirements for moderation should be applied as per the ETQA`s criteria.
  • Assessment should include both formative and summative assessment.
  • Training providers must be accredited by the appropriate ETQA or with an ETQA that has a Memorandum of Understanding with the appropriate ETQA.
