PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended to provide a general knowledge of the risks associated with the manufacture, use, handling and storage of dangerous and hazardous substances. It is intended for learners in short term insurance, including underwriting and claims and learners who are involved in the management of risk in other organisations including Haulers, Store Keepers, and learners in Wholesale and Retail and logistics who manage asset risk.

The qualifying learner is capable of:
  • Describing how dangerous and hazardous substances are classified.
  • Demonstrating knowledge and understanding of legislation that applies to the handling and storage of dangerous and hazardous substances.
  • Identifying the risk associated with specific dangerous and hazardous substances.
  • Applying knowledge of dangerous and hazardous substances to manage risk at a specific site.

    The concepts of dangerous substances and hazardous substances are explained with examples. 

    ASSESSMENT CRITERION 2 
    The classes of dangerous and hazardous substances are explained and an indication is given of the requirements associated with each in terms of manufacturing, handling, storage and transportation of each class with reference to South African Bureau of Standards (SABS) standards of use. 

    ASSESSMENT CRITERION 3 
    Classes of dangerous and hazardous substances that may not be transported or stored together are identified with reference to South African Bureau of Standards (SABS) standards of use. 

    SPECIFIC OUTCOME 2 
    Demonstrate knowledge of legislation that applies to the handling and storage of dangerous and hazardous substances. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The risks associated with dangerous and hazardous substances are explained with reference to the manufacturing, handling, storage and transportation of dangerous and hazardous substances. 

    ASSESSMENT CRITERION 2 
    The legislation and accompanying regulations relating to dangerous and hazardous substances is interpreted with reference to the manufacturing, handling, storage and transportation of dangerous and hazardous substances. 

    ASSESSMENT CRITERION 3 
    The symbols used to indicate dangerous and hazardous substances are identified and an indication is given of why the hazard warning is necessary for each class and the consequences of non-compliance. 

    ASSESSMENT CRITERION 4 
    The liability of persons who manufacture, handle, store and transport dangerous and hazardous substances is explained and an indication is given of the consequences of non-compliance. 

    ASSESSMENT CRITERION 5 
    Permits and licenses required to transport dangerous and hazardous substances are identified with reference to the purpose of each and the consequences of non-compliance.

    Identify the risk associated with specific dangerous and hazardous substances.

    The identified substances are categorised according to the classes of dangerous and hazardous substances.

    The level of risk at a specific site is quantified to determine whether the existing safety measures are adequate. 

    ASSESSMENT CRITERION 4 
    The risk management process is applied to a specific scenario or operation in order to ensure compliance. 

    ASSESSMENT CRITERION 5 
    A report on the risk at a specific site is produced with reference to legal compliance. 

    ASSESSMENT CRITERION 6 
    A plan is developed to manage the compliance process.
