PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to understand how to take command of a vessel on unlimited or limited voyages and explain the relationship between the master and the pilot, explaining the legal statutory requirements for the official log book and explain the management of the ship's personnel. They will also be able to explain the custom house procedures, ensure that the ship is in a satisfactory condition and is safe and reliable, can assist other vessels, and know the importance of navigation, know other organisations in the shipping industry. They will also be able to monitor, control and ensure compliance with protection of the marine environment and demonstrate the knowledge and operation of the traffic service system.

The qualifying learner is capable of:
  • Taking ultimate leadership role of a vessel.
  • Explaining with seaworthiness, ship safety and assistance to vessels in distress.
  • Dealing with dangers to navigation and the environment.

    Learners accessing this qualification will have demonstrated competence in:
  • Communication at NQF Level 2 or equivalent.

    Definition of Terms:
  • SAMSA - South African Maritime Safety Authority. This body is responsible for issuing certificates of competence at all levels in terms of the Merchant Shipping (Training and Certification) Regulations, 1999.

    Clearing of vessels may include but not is limited to immigration, customs and health regulations.

    The statutory legal requirements for the official log book are explained with fishing sector specific examples.

    The law relating to navigation, marine casualties, marine enquiries, territorial waters are explained with sector specific examples.

    Organisations connected with shipping are identified in a maritime situation.

    Organisations concerned with shipping may include but is not limited to IMO and SAMSA, Maritime Safety conventions, national legislation.

    Monitoring and controlling of compliance with legislation to ensure protection of the marine environment is explained with sector specific examples.
