PURPOSE OF THE UNIT STANDARD 
A learner credited with this unit standard will be able to complete tasks that contribute to a community needs assessment project. These tasks will include contacting individual members in a community without the direct support from a senior practitioner.

The learner will also be able to interview individuals from the community, collect the information and present it to a senior practitioner. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
A learner studying towards this unit standard is assumed to have a fair knowledge of the area where this needs assessment must take place. The learner is assumed to be functionally literate at NQF Level 1. 

UNIT STANDARD RANGE 
  • At NQF Level 1, the assessment forms used are restricted to simple quantitative and qualitative methods and participation in surveys, appraisals, interviews, community consultations, census processes and basic documentary research.
  • Interview and collection skills are demonstrated in a group context e.g. community meeting, structured learning programme, or in a meeting with donors or state resource providers.
  • Relevant data should be collected from outside and inside the community.
  • The supervisor will assist the learner by limiting the scope of the project.

    Understand the different forms used for the collection of information in communities. 
    OUTCOME RANGE 
    Different forms used in this Specific Outcome are restricted to two examples selected from surveys, appraisals, interviews, community consultations, census processes and basic documentary research.

    2. Interviewing forms are related to a description of persons to be interviewed. Key individuals within the community are also described in terms of their community roles.

    4. Relevant individuals and households are identified and described in a practical manner.

    Interview and collect information from individuals in a community.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accredited providers may establish or refine moderation procedures and systems in line with the requirements of the relevant ETQA.

    An external moderator may moderate the results of learners. External moderators should provide reports not only on the fairness and consistency of assessment, but also on the validity of the assessment design in terms of the specified outcomes.

  • All the specific outcomes of the unit standard are based on effective communication. 

  • UNIT STANDARD ASSESSOR CRITERIA 
    Anyone assessing a learner against this unit standard could be employed as a development practitioner in the same provider institution with at least a level 4 Qualification and work with a registered assessor in development practice with the relevant ETQA.

    Registered Assessors must have a level 5 qualification in development practice and prior or concurrent experience as a development practitioner.

    As per the SAQA Board decision/s at that time, this unit standard was Reregistered in 2012; 2015. 

    UNIT STANDARD NOTES 
    Key Individuals refer to persons that are affected by or directly involved in the needs assessment. Example: In the case of TB affected people that need support, key individuals will include local nurses, TB patients, family of TB patients and CBOs and NGOs working in the health sector.

    Stakeholders refer to every group or organisation involved in the affairs of a local community. This includes external donors and organisations working in the local community but not based there.
