PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or seek to be, employed in the local economic development context in South Africa.

It provides the learner with the opportunity to apply their knowledge of research methodologies to local economic development project design and implementation to develop (a) project(s) in own work context.

People credited with this Unit Standard are able to:
  • Clarify the purpose of the research effort by identifying the local economic development questions to answer or problems to solve
  • Describe the ideal solved state, formulate a research proposition and select a research group
  • Write a research proposal to conduct local economic development research
  • Conduct the research, analyse the findings and write the research report to close the research effort. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner is competent in Communication and Mathematical Literacy at NQF level 4.

  • Research participants include: people affected by the problem; people who might be affected by the solutions; subject matter experts; key stakeholders; people from different demographic groups; people from different geographical areas;

    1. The end result of the issue/problem/question were successfully resolved is described in terms how the local economic development environment would be changed and what indicators would be used to measure the achievements of the change.

    3. An appropriate research group is selected with specific reference to sample size (in relation to the size of the population) and representivity.

    3. A clear, precise research proposal is produced for approval/sign off as appropriate including timeframes, a proposed budget for the research effort and an explanation of the value that this research will add to local economic development activities and interventions.

A structured approach is followed and a research report is produced with reference to the specific target audience (i.e. reader), the key learning points from the research effort, conclusions and recommendations in the form of a plan of action including proposed timeframes, roles and responsibilities and a budget, if appropriate. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA .
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA .
