PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or who seek to be employed at a senior level in the local economic development environment where they influence strategic decision making.

It provides the learner an opportunity to apply his/her local economic development knowledge and use his/her facilitation skills to influence decision-making.

People credited with this Unit Standard are able to:
  • Collate and distribute to those involved in the planning process, the range of identified local economic development objectives in own work context.
  • Participate actively throughout the planning process to ensure that the local economic development objectives are appropriately integrated into the planning process.
  • Provide input to the mechanisms for implementing monitoring and evaluating the local economic development objectives in the IDP. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in communication at NQF Level 4. 

    UNIT STANDARD RANGE 
  • Major criteria for provincial level assessment of the IDP include compliance with legal requirements; professional quality of the planning process and the usefulness of the IDP document as a tool; feedback on feasibility and viability of proposed projects; harmonisation of plans across district boundaries and alignment with sectoral/departmental planning in the context of provincial strategies and national priorities.
  • Challenges to successful implementation include technical complexity; lack of capacity in the municipal sector; tension between development objectives and political realities; the practicalities/logistics of implementation.

    3. Each planning meeting is evaluated in terms of local economic development integration achieved, follow-up and future meeting preparation activities adjusted accordingly.

    ASSESSMENT CRITERION 1 
    1. The projects and programmes designed to achieve the relevant local economic development objectives are identified and explained in terms of where they fit in to the IDP in own work context. 

    ASSESSMENT CRITERION 2 
    2. Mechanisms for implementing, monitoring and evaluating each local economic development objective are identified in IDP terms. 

    ASSESSMENT CRITERION 3 
    3. Mechanisms for managing the achievement of each local economic development objective are tabled appropriately throughout the IDP generation process. 

    ASSESSMENT CRITERION 4 
    4. A quality assurance check is conducted on the final draft of the IDP including the local economic development objectives according to the criteria to be applied at provincial level. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
