PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or seek to be, active in the local economic development context in South Africa. It provides the learner with an operational understanding of integrated development planning (IDP).

People credited with this Unit Standard are able to:
  • Identify and explain the process and institutional aspects of integrated development planning (IDP)
  • Discuss what is involved in preparing for and compiling the IDP.
  • Identify and describe a variety of challenges to be addressed to ensure the successful implementation of the IDP. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in:
  • Communication at NQF Level 4
  • The following Unit Standards:
  • "Identify and explain the purpose of integrated development planning (IDP)"
  • "Identify and explain the range of institutional arrangements for local economic development" 

  • UNIT STANDARD RANGE 
  • At least two IDPs from municipalities of different sizes and challenges must be used
  • Institutional aspects i.e. roleplayers include: municipal council; councillors; Executive Committee or Executive Mayor/Municipal Manager/CEO; IDP Manager; IDP Committee/Task Team; planning professionals/facilitators; municipal officials; civil society
  • IDP support includes: constitutional public support obligations (e.g. finance, policy guidance); professional services (e.g. methodological guidance, surveys, facilitation); temporary or permanent support;
  • Major criteria for provincial level assessment of the IDP include compliance with legal requirements; professional quality of the planning process and the usefulness of the IDP document as a tool; feedback on feasibility and viability of proposed projects; harmonisation of plans across district boundaries and alignment with sectoral/ departmental planning in the context of provincial strategies and national priorities
  • Challenges to successful implementation include technical complexity; lack of capacity in the municipal sector; tension between development objectives and political realities; the practicalities/ logistics of implementation.

    1. A flow chart of the process of integrated development planning (IDP) is drawn and each process is explained by referring to a specific example. 

    ASSESSMENT CRITERION 2 
    2. The roles and responsibilities of each of the role players are discussed in terms of ensuring that the IDP is a useful tool for democratic and developmental local government. 

    ASSESSMENT CRITERION 3 
    3. The components of an IDP support system are identified and illustrated with examples from own work context. 

    SPECIFIC OUTCOME 2 
    Discuss what is involved in preparing for and compiling the IDP.

    1. The needs and resources of the IDP are discussed and illustrated with practical examples from own work context. 

    ASSESSMENT CRITERION 2 
    2. The process of compiling an IDP is reviewed with specific reference to the role and functions adopted by the facilitator(s) whether internal or external. 

    ASSESSMENT CRITERION 3 
    3. Ways of achieving meaningful public participation and stakeholder engagement in the IDP planning process are described by referring to examples from a specified IDP. 

    ASSESSMENT CRITERION 4 
    4. The major criteria for provincial level assessment of the IDP are identified and discussed in terms of their relevance to successful implementation.

    Identify and describe a variety of challenges to be addressed.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    1. A range of challenges for the successful implementation of the IDP are identified and described by referring to examples from a specified IDP. 

    ASSESSMENT CRITERION 2 
    2. Ways of addressing the challenges are discussed on the basis of their advantages and disadvantages in own work context. 

    ASSESSMENT CRITERION 3 
    3. Recommendations for ensuring the successful implementation of the IDP are presented in the form of a report. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Therefore, anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
