PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or seek to be, active in the local government sector. It introduces the learner to the concepts of roles and functions with examples of each in the context of a municipality. It also provides the learner with an understanding of the inter-linkages between departments in a municipality.

People credited with this Unit Standard are able to:
  • Draw up and make notes on an organisational chart to reflect the structure of a typical municipality.
  • Explain the roles and functions of and the inter-linkages between the different departments in a municipality.
  • Discuss the inter-linkages and working relations between different departments in a municipality with specific reference to local economic development.
  • Discuss the inter-linkages and working relations between different departments in a municipality with specific reference to local economic development. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication at NQF Level 3. 

    UNIT STANDARD RANGE 
  • At least two municipalities of different sizes and challenges must be used.
  • Functions of a municipality include: Executive Mayor and functions in the Mayor`s office; Municipal Manager and/or Chief Executive Officer; legal (and secretarial) services; financial services; service delivery (e.g. electricity and water); economic development; community safety (e.g. emergency services); corporate services (e.g. HR, Administration, Information Management); housing (e.g. land and environmental planning).
  • Other functions could include: Metropolitan Police; marketing and tourism; social development.

    1. An organisation chart is drawn reflecting the roles and functions typically found in a municipality.

    2. The chart is annotated with names of departments and an explanation of each of the roles identified in point form. 

    ASSESSMENT CRITERION 3 
    3. The hierarchical relationships between the roles and relative functional and/ or sub-departmental staffing levels are indicated on the organisational chart.

    1. The purpose of a municipality is explained by referring to the roles of Mayor, Municipal Manager and/ or Chief Executive Officer as applicable to the municipalities selected as examples.

    2. The different departments typically found in a municipality are defined and their functions explained in terms of how they contribute to the achievement of the purpose and objectives of a municipality.

    3. The inter-departmental linkages are explained for a range of departments in terms of the achievement of the purpose and objectives of a municipality.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Therefore, anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
