PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are, or seek to be, employed at supervisory or first-line management level in local economic development. It provides the learner with the opportunity to design, implement and manage a local economic development project under supervision.

People credited with this Unit Standard are able to:
  • Analyse the economic environment and select an area for a project
  • Plan and prepare an LED research project, select a specific research methodology, prepare questionnaires and engage personnel
  • Implement an LED research project
  • Analyse the outcome of the research, compile a report and draw conclusions
  • Manage the closure of an LED research project. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in:
  • Communication at NQF Level 4
  • Mathematical Literacy at NQF Level 4
  • Computer Literacy at NQF Level 4.

  • Project is defined as: a temporary endeavour undertaken to achieve a particular aim - It is a response to a need; it has a beginning and an end; it consumes resources; it culminates in the creation of an end product(s) called deliverables.
  • Control documentation includes reporting on: where you are now, compared to where you are supposed to be; what lies ahead that can affect you and where you are going to end up, compared to where you said you would end up.
  • Project closure includes: verifying stakeholder (i.e. customer/ client) satisfaction; transfer of learning; acknowledging the contributions of others; efficient administrative closure.

    Conduct a needs analysis and define the title and scope of a local economic development project.

    1. A needs analysis is planned, prepared and conducted and the results are presented in the form of a project requirements document. 

    ASSESSMENT CRITERION 2 
    2. The justification and feasibility of the proposed project are assessed and the results presented in the form of a project definition document. 

    ASSESSMENT CRITERION 3 
    3. A formal project proposal is compiled, the necessary management approval/authorisation is secured and the first formal project team meeting is held to launch the project. 

    SPECIFIC OUTCOME 2 
    Organise and set up a local economic development project.

    ASSESSMENT CRITERION 1 
    1. A detailed project plan is produced including aspects of what needs to be done (i.e. scope management), how long it will take to do everything (i.e. time management) and how much it will cost (i.e. cost management) for the selected project.

    2. Roles and responsibilities are clarified for all the key stakeholders and role players involved in the selected project.

    3. A project risk assessment is conducted and a plan of action is presented in terms of identifying and managing high threat problems for the duration of the project

    Implement, monitor and review the progress of a local economic development project.

    1. The concept of project control is defined and applied to the selected project by referring to examples from up-to-date control documentation. 

    ASSESSMENT CRITERION 2 
    2. Information required to maintain project control is gathered and analysed on an on-going basis and appropriate corrective action is taken including drawing out key learning points for future reference. 

    ASSESSMENT CRITERION 3 
    3. A communication plan is compiled and implemented in terms of regular, planned communication opportunities for the duration of the project, using a variety of communication methods. 

    SPECIFIC OUTCOME 4 
    Conduct an impact evaluation of a local economic development project.

    1. The key performance indicators that will be measured in the impact evaluation are confirmed through consultation with the key stakeholders and role players of the selected project.

    2. An impact evaluation is conducted and the results presented in the form of a report.

    3. The closure of the project is managed with specific reference to addressing any technical, project team and/or stakeholder challenges.

    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
