PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who are employed at a supervisory level in an office environment.

People credited with this Unit Standard are able to:
  • Analyse administrative functions and structures, and assess systems needed.
  • Research and develop plans for the establishment and improvement of administration systems.
  • Implement administrative systems.
  • Provide monitoring, control and evaluation of administration systems.

    Analyse administrative functions and structures, and assess systems needed.

    1. Organisational expectations are confirmed and aligned to policy, strategy and operational requirements. 

    ASSESSMENT CRITERION 2 
    2. Expectations and needs are assessed in relation to providing cross-functional integration and co-ordination. 

    ASSESSMENT CRITERION 3 
    3. Objectives are developed for the administration system and targets are set that are achievable and measurable. 

    ASSESSMENT CRITERION 4 
    4. Existing structures and systems are investigated and evaluated to determine the extent to which they achieve targets. 

    SPECIFIC OUTCOME 2 
    Research and develop plans for the establishment and improvement of administration systems.

    1. The strengths and weaknesses of existing systems are analysed and incorporated into the plan.

    2. Plan includes analysis for required inputs, outputs and operations.

    3. Plan includes recommendations for improvements to existing systems and identifies needs, options, costs and benefits on new system.

    4. Plan includes specifications of components and costs of preferred system alternatives.

    5. The plan provides data, information, analysis and recommendations relevant to achieving informed decisions by personnel for approval and allocating resources for acquisition and implementation of the new system.

    1. Implementation objectives are compiled in accordance with established requirements for administration systems.

    2. Implementation capability is assessed and outstanding issues and needs are identified in relation to resources, systems, procedures and expertise.

    3. Implementation guidelines are developed to provide information and address implementation factors and support. 

    ASSESSMENT CRITERION 4 
    4. System guidelines are tested and recommendations are made to address areas for improvement. 

    ASSESSMENT CRITERION 5 
    5. Guidelines are communicated to relevant personnel.

    Provide monitoring, control and evaluation of administration systems.

    1. Processes are implemented to audit the implementation of the administration system. 

    ASSESSMENT CRITERION 2 
    2. Monitoring, controlling and evaluation processes are established to provide input from personnel on the operation of the system, and recommendations are made to address areas for improvement. 

    ASSESSMENT CRITERION 3 
    3. Evaluation processes assess the system outcomes in relation to administration objectives and recommendations are made to address areas for improvement. 

    ASSESSMENT CRITERION 4 
    4. Evaluation processes provide factual reporting of system operations and specification of the extent of achievement of administration system objectives. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    2. Any institution offering learning that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQ, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    3. Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
    4. Therefore, anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
