This unit standard is for those responsible for the general oversight and accountability of the organisation, and who have a special interest in the implementation of the NQF within the organisation.

People credited with this unit standard are able to:
  • Explain key concepts of strategic governance as it relates to learning organisations;
  • Identify accountability and responsibility levels of governance structures for a learning organisation; and
  • Guide the strategic governance planning process.

    Definitions of strategic governance are consistent with established literature and best practice. 

    ASSESSMENT CRITERION 2 
    Key principles underpinning good governance are explained and related to their application within a learning provider environment. 

    ASSESSMENT CRITERION 3 
    Explanations of the notion of cooperative governance and its relationship to decentralised administration reveal insight into its opportunities and challenges. 

    ASSESSMENT CRITERION 4 
    The roles of strategic governance are clarified in distinction to the roles of management. 

    SPECIFIC OUTCOME 2 
    Identify accountability and responsibility levels of governance structures for a provider. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Roles and responsibilities within the governance structures of the provider are identified as per organisational definitions. 

    ASSESSMENT CRITERION 2 
    Descriptions are provided to show how the governance structures work to promote and implement the NQF. 

    ASSESSMENT CRITERION 3 
    Models of strategic governance are applied to illustrate the interactions of various roleplayers.

    Guide the strategic governance planning process. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The process includes an analysis of the status of the provider with regard to strategic governance. The analysis reveals strengths, weaknesses, opportunities and strengths in strategic governance. 

    ASSESSMENT CRITERION 2 
    The planning process establishes priorities for successful initiation of strategic governance. 

    ASSESSMENT CRITERION 3 
    Guidance results in a comprehensive plan for strategic governance that includes the provider's vision, mission, values and strategy, and takes account of responsibilities with regard to the NQF. 

    ASSESSMENT CRITERION 4 
    Plans identify resources, actions, timeframes, roles, responsibilities and structures required to promote the concept of strategic governance. 

    ASSESSMENT CRITERION 5 
    Guidance contributes towards ensuring the general accountability and quality management of the provider in order to maintain its accreditation status and its credibility as a generator of qualified graduates. 

    ASSESSMENT CRITERION 6 
    Guidance helps the provider to maximize opportunities and takes up the challenges and responsibilities implicit in involvement with the NQF. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Assessors for this unit standard must be registered with the relevant ETQA.
  • Providers offering learning towards this unit standard must be accredited by the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to moderation guidelines and agreed ETQA procedures.
