PURPOSE OF THE UNIT STANDARD 
This unit standard is for policing officials who need to plan, prepare, implement, and manage tactical options conducted during crime prevention operations. In addition they must brief and debrief officials that are involved in the operation/s. This unit standard will contribute towards compliance with tactical -, legal - and organisational requirements applicable to the selection, execution and first line management of tactical options during crime prevention operations.

Persons credited with this unit standard will be able to conduct tactical options for crime prevention operations that are compliant to organisational, public and legal requirements.

  • Deploy Patrols As Tactical Options

    This unit standard envisages providing the learner with foundational knowledge and skill required to confidently and competently select, implement and manage the most appropriate tactical option(s) for tactical crime prevention operations.

    The execution of the tactical options by the learner will be acceptable to both the community and the SAPS;
  • Contribute to the improved safety of members participating in the execution of the tactical options;
  • Ensure command, control and liability for execution of the tactical option in a specific operational context.
  • The tactical options for crime prevention can also be used to conduct medium risk crime combating operations and operations related to crowd management and public disorder. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Communication skills at NQF level 4.

    The standard is for all first line operational line managers entering into small team tactical operations. The assumption is made that the learners possess all the competencies required to conduct functional policing tasks.

    It is assumed that learners engaging in a learning intervention designed for this unit standard are familiar with the following:

  • UNIT STANDARD RANGE 
    Tactical options include: cordon and search; roadblocks; observation and reconnaissance; waylay operations, follow-up operations, the apprehensions of violent suspects; and patrol operations. The use of tactical options for the execution of high risk warrants, hostage situations or any situation where specialised equipment or training is required to handle the operational situation is excluded from this unit standard.
    Operational context refers primarily to medium risk tactical crime combating operational situations consisting of public disorder, disaster, riots and intelligence driven medium risk operations that may be executed as small joint operations with other Law Enforcement Agencies, Departments, Units (includes other units of the SAPS, the SANDF, Metro Police, NIA, Scorpions or any other recognised stakeholder) in urban or rural environments. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Conduct a cordon and search operation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    All officials are inspected to ensure that they are prepared according to the operational briefing. 

    ASSESSMENT CRITERION 2 
    The deployment is synchronised to prevent early warning to the targeted area or persons. 

    ASSESSMENT CRITERION 3 
    The targeted area or persons is isolated to control all movement of people entering and exiting. 

    ASSESSMENT CRITERION 4 
    Identified structures, objects and persons are systematically searched according to the operational plan. 
    ASSESSMENT CRITERION NOTES 
    Structures and objects includes, but is not limited to: man made and natural structures such as buildings, homes, warehouses, stores, garages, businesses, drain pipes, bridges, tunnels, caves, cupboards, suitcases, vaults, computers, rocks, trees, vehicles, transportation etc. found in the contained area of search.
    The Criminal Procedure Act and the stipulations of the Search Warrant will regulate the search of structures, objects and persons. 

    ASSESSMENT CRITERION 5 
    All structures and objects searched are clearly marked and documented according to the instructions listed in the operational plan. 

    ASSESSMENT CRITERION 6 
    Arrested persons are processed and escorted within a reasonable time and according to the operational plan or organisational instructions. 

    ASSESSMENT CRITERION 7 
    All structures and objects are searched according to organisational guidelines. 

    SPECIFIC OUTCOME 2 
    Conduct roadblocks as a tactical option. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A copy of the written authority to conduct the roadblock and operational plan is made available to all persons requesting to view such authorisation. 
    ASSESSMENT CRITERION NOTES 
    Authorizations to conduct the roadblock must be issued in terms of statutory law and provincial regulations. 

    ASSESSMENT CRITERION 2 
    All officials are inspected to ensure that they are prepared according to the operational briefing. 

    ASSESSMENT CRITERION 3 
    Sufficient members are posted to participate in the execution of the roadblock. 
    ASSESSMENT CRITERION NOTES 
    Members posted and performing their functions include, but are not limited to, the following:
  • Stopper groups
  • Control point personnel
  • Traffic regulator(s)
  • Record-keeper(s)
  • Searcher(s) 

  • ASSESSMENT CRITERION 4 
    Roadblock equipment is set up, erected and used according to applicable prescriptions, guidelines, criteria and the location of the roadblock. 
    ASSESSMENT CRITERION NOTES 
    Roadblock equipment refers, but is not limited to:
  • Road traffic signs (the use of temporary roadblock signs that is yellow in the middle with a red stripe on the outside, whilst the writing or picture on the sign must be in black)
  • Permanent structures erected in support of a roadblock;
  • Temporary structures erected in support of a roadblock;
  • Any signs, barriers, objects or any other equipment obtained and used in support of achieving the objective(s) of the roadblock.

    Applicable prescriptions, guidelines and criteria refers, but is not limited to:
  • Legislative requirements applicable to the use of specific equipment;
  • Manufacturer guidelines and instructions applicable to the use of equipment;
  • Safety guidelines and regulations applicable to the use of specific equipment;
  • Standard operational procedure(s) applicable to the use of specific equipment;
  • Organisational specific criteria and procedures applicable to the use of specific equipment.
  • Speed limits applicable to the specific road used to set-up the roadblock. 

  • ASSESSMENT CRITERION 5 
    The roadblock is layed out according to the legal requirements, organisational prescribed formats and general aspects of a roadblock. 
    ASSESSMENT CRITERION NOTES 
    Prescribed formats include, but are not limited to, the following:
  • Double Roadblock, Two way Road
  • Two way street (More than 10 metres wide), with inaccessible shoulder
  • One way Road, Two lanes
  • One way Road, Three lanes
  • Freeway, Three lanes constricted to two lanes
  • Freeway, Three lanes constricted to one lane

    Generally accepted formats pertaining to the layout of a roadblock include, but are not limited to, the following:
  • Steps are taken to ensure that signs are not blown over;
  • Signs contradictory to the signs used at the roadblock are temporarily (for the duration of the roadblock) closed.
  • Signs are of the same height.
  • Non-reflecting signs are not used at night.
  • The correct distances between signs according to the speed limit as determined from the control point are used.
  • Signs are not blocked out of sight by static vehicles or bushes; signs are placed within the yellow line or on the soil surface.
  • Cones are placed not more than 10 metres apart on ordinary roads and not more than 20 metres apart on the freeway.
  • Truck search bays are erected to inspect trucks.
  • An appropriate area is erected to search persons bodily.
  • Sufficient lighting is present at the roadblock.
    Signs must be placed on both sides of the road where roads have more than one or two lanes. 

  • ASSESSMENT CRITERION 6 
    Traffic is controlled and directed with safety considerations and minimum disruption to the flow of traffic along the identified route. 
    ASSESSMENT CRITERION NOTES 
    Minimum disruption allowing a delay of more than 15 minutes or a queue longer than what is safe in relation to the positioning of the warning signs. 

    ASSESSMENT CRITERION 7 
    Officials executing the roadblock are in possession of personal equipment required to achieve the objectives of the roadblock. 
    ASSESSMENT CRITERION NOTES 
    Members participating in the execution of the roadblock need to be (as far as possible) dressed in uniform or clothing that makes such members clearly identifiable to persons passing through such a roadblock. Clothing worn by members must support the achievement objective(s) of the roadblock.

    Personal equipment required includes, but are not limited to:
  • Reflector jackets;
  • Reflector sleeves;
  • Torches;
  • Handcuffs;
  • Plastic gloves (for searching purposes)
  • Firearms;
  • Bullet proofs;
  • Hand radio's 

  • ASSESSMENT CRITERION 8 
    The roadblock is dismantled in the reverse order of the setting up thereof. 

    ASSESSMENT CRITERION 9 
    An Operational Command Centre is established to ensure coordinated management of the operation, which include;
  • Control, communication, record keeping, unified decisions and commands,
  • Ensure search, seizure, arrests are dealt within the ambit of the law,
  • Processing and transport of arrested persons,
  • Investigations
  • Ensure the quality of searching 

  • SPECIFIC OUTCOME 3 
    Deploy Patrols as Tactical Options. 
    OUTCOME RANGE 
    Patrols include vehicle, foot and helicopter patrols. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The patrols are targeted in areas identified by information crime statistics and crime threat analysis. 

    ASSESSMENT CRITERION 2 
    Predetermined patrol zones are allocated to each patrol according to the operational plan. 

    ASSESSMENT CRITERION 3 
    Each patrol is provided with specific objectives, observation points, list of suspects or listed vehicles, and an information sheet of the previous patrol cycle. 

    ASSESSMENT CRITERION 4 
    Information gathered during patrols, is reported and documented according to organisational procedures. 

    ASSESSMENT CRITERION 5 
    Patrols are coordinated from a centralised command centre.
