PURPOSE OF THE UNIT STANDARD 
This unit standard is for persons working in the defence and security related environment especially within the acquisition discipline. The learner is able to manage requirements within a complex acquisition programme.

A person credited with this unit standard is able to:
  • Obtain commitment to requirements (and possible changes) from the project participants
  • Manage changes to the requirements as they evolve during the project according to organisational policies and procedures
  • Maintain bidirectional traceability among the requirements and the project work breakdown structure and associated project plans
  • Identify inconsistencies between various requirements, the project work breakdown structure and associated project plans

    This unit standard will contribute to the full development of any learner to increasing levels of efficiency and effectiveness in the defence and security related environment by providing recognition, further mobility and transportability within the field as well as within other fields. The knowledge, skills and understanding demonstrated in this unit standard are essential for social and economic transformation and upliftment within the defence and security related environment. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The following knowledge, skills, attitude and/or equivalent are assumed to be in place:
  • Literacy and numeracy on NQF level 4.
  • Mastery of the acquisition process, specifically phases of activity, decision-making milestones and baselines as a means of reducing uncertainty, the content of the various baselines, design reviews and configuration audits, and the nature of various specifications at NQF level 4.
  • Project management, specifically project planning including work breakdown structures, responsibility assignment, deliverables and receivables, schedules and budgets, and baselining the project plan at NQF level 4.

    All competencies reflected in the learning assumed to be in place could be achieved through the recognition of prior learning. 

  • UNIT STANDARD RANGE 
    This unit standard is intended for learners who intend to follow an acquisition management career within the defence and security related acquisition arena.

    Defence includes, but is not limited to South African Defence Force, South African Police Services and Correctional Services.

    Project participants have been consulted before the plans were finalized in relation to the management of a complex acquisition programme. 

    ASSESSMENT CRITERION 3 
    Changes in requirements that have an impact and that changed the project work breakdown structure and associated project plans are identified in relation to the management of a complex acquisition programme. 

    ASSESSMENT CRITERION 4 
    Project participants have been consulted in relation to the management of a complex acquisition programme. 

    SPECIFIC OUTCOME 2 
    Manage changes to the requirements as they evolve during the project according to organisational policies and procedures.

    Requirements have been formally reviewed and authenticated by stakeholders and the requirements have been baselined according to organisational policies and procedures.

    A formal change management procedure with an appropriate control board has been constituted in relation to the management of a complex acquisition programme.

    The impact of each proposed change has been evaluated from the standpoint of relevant stakeholders in relation to the management of a complex acquisition programme before it was dispositioned

    Requirement traceability matrixes have been generated, and have been kept up to date and orphan requirements have been eliminated according to organisational policies and procedures.

    Traceability and bi-directional tracebility are explained and described according to organisational policies and procedures. 

    ASSESSMENT CRITERION 3 
    An untraceable requirement (orphan requirement) is identified, explained and described according to standard practices.

    ASSESSMENT CRITERION 1 
    A systematic process to identify inconsistencies, for instance formal reviews, is established according to organisational policies and procedures. 

    ASSESSMENT CRITERION 2 
    Every identified inconsistency is formally tracked until it has been resolved and closed-out, typically by replanning or reformulating the requirement according to organisational policies and procedures. 

    ASSESSMENT CRITERION 3 
    A corrective action is initiated whenever an inconsistency has been identified to meet project plans requirements. 

    ASSESSMENT CRITERION 4 
    The project work breakdown structure and associated project plans have been appropriately changed according to organisational policies and procedures.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.

    It will be necessary to develop assessment activities and tools that are appropriate to the contexts in which the skills will be applied. These activities and tools may include an appropriate combination of formative and summative assessment and portfolios.

    Assessment should include practical demonstration of competence, either in the workplace or through work-realistic, classroom simulation using case studies of sufficient complexity that the necessary skills are demonstrated within realistic learning timescales.

    Integrated assessment:

    It may be more effective and efficient to assess a number of unit standards together thus reducing the overall number of assessment `events`.

    Consider a complete activity in the workplace (the `whole of work` approach) and see which unit standards relate to this activity.
