PURPOSE OF THE UNIT STANDARD 
The qualifying learner will demonstrate an understanding of issues relating to stereotypes, prejudice and discrimination; and how these contribute and inform deprioritisation, exclusion and violation of rights of minorities, the marginalised, vulnerable and "at risk" individuals and groups. The learner will provide early intervention for the diverse needs of victims and respect the fundamental human rights of all. They will contribute to the prioritisation of the needs of the marginalised, vulnerable and "at risk" in service provision and in greater lobbying and advocacy for their rights.

A learner accredited with this unit standard will be capable of:
  • Understanding the issues facing marginalised, "at risk" and vulnerable individuals and groups
  • Assisting victims of human rights abuses and state sponsored violence, including refugees and victims of human trafficking
  • Giving advice to illegal immigrants and sex workers as victims
  • Explaining the effects to victims of hate crimes and hate speech
  • Providing support to elderly and advise on support services available
  • Providing support to people affected by physical and/or mental disabilities

    The terms and references which are necessary to understand the plight of the marginalised, "at risk" and vulnerable individuals and groups are defined according to the Victim Empowerment sector. 
    ASSESSMENT CRITERION RANGE 
    Range of terms and references includes, but is not limited to: marginalised, "at risk" and vulnerable individuals and groups, stereotyping, prejudice, discrimination, secondary victimisation, exclusion, violation etc.
     

    ASSESSMENT CRITERION 2 
    The relevant legislation, policies and procedures affecting marginalised, "at risk" and vulnerable individuals and groups are described in the South African context. 

    ASSESSMENT CRITERION 3 
    The rights and needs of groups and individuals that are marginalised, "at risk" and vulnerable are described as per Victim Empowerment sector. 

    ASSESSMENT CRITERION 4 
    The role and responsibility of all service providers and practitioners in responding to the needs and rights of marginalised, "at risk" and vulnerable individuals and groups are identified using case studies. 

    SPECIFIC OUTCOME 2 
    Assist victims of human rights abuses and state sponsored violence, including refugees and victims of human trafficking.

    ASSESSMENT CRITERION 1 
    The terms: "human rights abuse", "state sponsored violence", "refugee" and "human trafficking" are defined according to the Victim Empowerment sector. 

    ASSESSMENT CRITERION 2 
    International human rights instruments, especially those related to refugees and victims of human trafficking are identified and listed as defined common international understanding. 
    ASSESSMENT CRITERION RANGE 
    International understanding can include Amnesty International.
     

    ASSESSMENT CRITERION 3 
    The provision for refugees and victims of human trafficking in South African legislation is explained with examples. 

    ASSESSMENT CRITERION 4 
    Relevant services, service providers and practitioners for refugees and victims of human trafficking are identified and described in terms of their role and responsibilities. 

    ASSESSMENT CRITERION 5 
    The role of individuals, communities, service providers and practitioners in lobbying and advocating for service provision and legal inclusion of refugees and victims of human trafficking is described using case studies. 

    SPECIFIC OUTCOME 3 
    Assist illegal immigrants and sex workers as victims.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS

  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Victim Empowerment or a related sub-field of Human and Social Studies at a minimum of NQF level 4.

    As per the SAQA Board decision/s at that time, this unit standard was Reregistered in 2012; 2015. 

    UNIT STANDARD NOTES 
    Supplementary information

    It should be noted that within the Victim Empowerment sector children and youth victims are also considered marginalised, vulnerable and "at risk". However, separate unit standards have been developed to cover these victims who are provided for by different legislation. Victims of motor vehicle accidents (MVA) and disasters have similarly been excluded from this unit standard.

    The dynamics and contexts that contribute and/or inform their deprioritisation and or exclusion within the Victim Empowerment sector have less to do with issues related to stereotypes, prejudice and discrimination, and more with the very specific and additional responses and services they require, as well as separate legislative frameworks that inform these.
