PURPOSE OF THE UNIT STANDARD 
This unit standard will enable learners to acquire a thorough understanding of domestic violence in the South African context with reference to the nature, types and impact of domestic violence. The purpose of this unit standard is to orientate learners to the range of early interventions and support that will be accessed by victims of domestic violence. Learners will be able to apply relevant legislation as prescribed by international instruments and policies. A brief understanding of strategies aimed at perpetrators of domestic violence will be demonstrated.

A learner accredited with this unit standard will be capable of:
  • Understanding the social context within which domestic violence occurs in South Africa
  • Applying relevant legislation and policies in respect of domestic violence
  • Providing support services to victims of domestic violence
  • Understanding programmes aimed at perpetrators of domestic violence

    It is assumed that a learner will be competent in:

    Public stereotypes, beliefs and attitudinal responses to victims of domestic violence is explained using case studies.

    Primary, secondary and tertiary prevention programmes are described in relation to specific cases. 

    SPECIFIC OUTCOME 2 
    Apply relevant legislation and policies in respect of domestic violence.

    ASSESSMENT CRITERION 1 
    The relevant legislation and policies applicable to domestic violence are identified and briefly described in the context of South Africa. 

    ASSESSMENT CRITERION 2 
    The term domestic violence is defined and the types of domestic abuse are described according to the Domestic Violence Act. 

    ASSESSMENT CRITERION 3 
    The rights and responsibilities of victims are explained in accordance with relevant legislation and policies. 

    ASSESSMENT CRITERION 4 
    Relevant procedures to be followed in seeking redress for victims of domestic violence are explained in accordance with the Domestic Violence Act and Criminal Procedures Act.

    ASSESSMENT CRITERION 3 
    Information about relevant services available from a range of related agencies is explained in accordance with the South African Victims' Charter.

    Types of programmes and services available for perpetrators are identified and briefly described in terms of their focus and objectives. 

    ASSESSMENT CRITERION 4 
    The relevant legislation and conditions governing referrals to programmes for perpetrators of domestic violence is briefly explained according to the Domestic Violence Act.

    Moderation
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Victim Empowerment or a related sub-field of Human and Social Studies at a minimum of NQF level 4.
