This unit standard will be useful to people who are required to implement a Crime prevention programme.

People credited with this unit standard are able to:
  • Develop an integrated crime prevention programme.
  • Implement an integrated crime prevention programme.
  • Monitor and report on an integrated crime prevention programme. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Communications and Mathematics Literacy competence equivalent to NQF Level 3.

    Develop an integrated crime prevention programme.

    ASSESSMENT CRITERION 1 
    Development of the programme is consistent with the principles of integrated programme development, and current theories in crime prevention. 
    ASSESSMENT CRITERION RANGE 
    Planning principles include: community assessment; needs analysis; link with other role players/team; identification of community resources; possibilities for integration; participatory approach.
     

    ASSESSMENT CRITERION 2 
    Community assessments and profiles are accurate, up to date, and provide sufficient information and background for effective programme development. 

    ASSESSMENT CRITERION 3 
    Development of integrated crime prevention programme makes provision for meaningful participation at all stages of planning, development and implementation, by all affected parties. 
    ASSESSMENT CRITERION RANGE 
  • Affected parties include: community members, traditional leaders, principals of schools, local government, youth workers, councillors.
  • Involvement includes: schedule meetings, networking sessions.
     

  • ASSESSMENT CRITERION 4 
    Programme development is focused on meeting the outcomes of a careful needs analysis, within organisational constraints and departmental budgets.

    Programme development considers all other current crime prevention initiatives for integration possibilities to promote focus, and the effective application of resources.

  • Initiatives include: existing programmes; justice system visits and interventions.

    Programmes, plans and budgets are approved by the appropriate authorities before implementation.

    Activities selected for the programme are relevant in terms of its purpose and the analyses conducted, and time allocated in the implementation plan is realistic.

    All resources and arrangements required for programme implementation are identified and in place by the agreed time. 
    ASSESSMENT CRITERION RANGE 
  • Programmes: single events, longer-term series of events.
  • Resources include: budget, equipment, venue, refreshments, stationery.
  • Arrangements: scheduling meetings, sending out invitations.
     

  • ASSESSMENT CRITERION 3 
    The involvement of key persons involved in programme delivery is scheduled and confirmed by the time agreed in the project plan.

    Persons involved includes: probation officers, community, other participants (subject matter experts).

    Awareness of community dynamics identifies key role players and potential sources of conflict and/or territorial sensitivity.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Programmes are monitored in terms of their success criteria, and deviations from implementation plan are identified, recorded and communicated to appropriate person within agreed time frame. 
    ASSESSMENT CRITERION RANGE 
    Success criteria include: community buy-in; increase pace of justice; provision for non-custodial sentences; get petty crimes out of the courts.
     

    ASSESSMENT CRITERION 2 
    Possibilities for corrective action are identified and communicated to the relevant parties within an agreed time. 

    ASSESSMENT CRITERION 3 
    Reports are accurate and distributed to the relevant parties timeously and in the required format.

  • 'Diversion programme' means a programme within the context of the family and community in respect of a person who is alleged to have committed an offence, and which is aimed at keeping that person away from the formal court procedure.
  • 'Early intervention' means the provision of services, diversion programmes and other programmes aimed at preventing the need for a person who is alleged to have committed an offence to be dealt with in terms of the formal court procedure.
