PURPOSE OF THE UNIT STANDARD 
This standard will be useful to learners working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competences to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Identifying and engaging the participation of all relevant stakeholders to ensure and win support for appropriate public participation in the IDP process.
  • Identifying all the relevant mechanisms required to ensure maximum participation in IDP process.
  • Establishing the relevant institutional and governance arrangements and structures to develop, monitor and review the IDP.
  • Capacitating the various role players to understand, effectively take part in, and implement the IDP process and strategic priorities of the municipality. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners should be competent in Communication at NQF level 4 and Computer Literacy level 3. 

    UNIT STANDARD RANGE 
  • Public participation is aimed at ward committees and ward level participation, as well as regional or/municipal wide participation.
  • Public participation should include representatives of relevant stakeholder and interest groups such as NGOs, CBOs, rate payers associations, women's groups, church groups, labour, business sector etc.
  • Participation and communication processes and actions are focussed on reaching mutual understanding, generating new knowledge, as well as achieve consensus and commitment amongst the stakeholders and role players. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Identify and engage the participation of all relevant stakeholders to ensure and win support for appropriate public participation in the IDP process.

    ASSESSMENT CRITERION 1 
    A methodology for stakeholder identification and analysis is explained with reference to municipal specific contexts and relevant stakeholders and the importance of participation within municipal development are identified in own context. 

    ASSESSMENT CRITERION 2 
    The relevant processes, committees and forums are identified which ensure that senior management guide, and municipal officials are closely involved in municipal management and development. 

    ASSESSMENT CRITERION 3 
    Stakeholders are advised regarding the IDP process with specific reference to how it impacts on their respective contexts. 

    ASSESSMENT CRITERION 4 
    Any hindrances to the effective engagement and participation of stakeholders are identified and solutions proposed to overcome these obstacles. 

    SPECIFIC OUTCOME 2 
    Identify all the relevant mechanisms required to ensure maximum participation in IDP process. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A communication plan is designed to ensure that the municipality, the IDP Representative Forum and IDP Unit/Municipal Mangers' Office communicate effectively and engage with a range of interested and effected parties. 

    ASSESSMENT CRITERION 2 
    The relevant processes, committees and forums are designed to ensure that political champions guide and are closely involved in municipal management and development. 

    ASSESSMENT CRITERION 3 
    Review mechanisms to regularly measure the effectiveness of communication plan are designed and implemented in line with overall IDP plan. 

    ASSESSMENT CRITERION 4 
    Problem areas in communication plan are recorded and reported for the purposes of continually enhancing the communication plan. 

    SPECIFIC OUTCOME 3 
    Establish the relevant institutional and governance arrangements and structures to develop, monitor and review the IDP. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Relevant structures, such as the IDP Representative Forum, IDP Steering Committee are set in place. 

    ASSESSMENT CRITERION 2 
    Capacity, systems and processes to enable management of and secretarial services, administrative and logistical support to, respective forums and task teams are developed. 

    ASSESSMENT CRITERION 3 
    Systems and processes are designed to enable communication between the respective role players in the IDP process. 

    ASSESSMENT CRITERION 4 
    Terms of Reference and a code of conduct are drawn up for the respective IDP related structures and forums. 

    SPECIFIC OUTCOME 4 
    Capacitate the various role players to understand, effectively take part in, and implement the IDP process and strategic priorities of the municipality.

    ASSESSMENT CRITERION 1 
    Roles and responsibilities of the various role players in the IDP process are outlined. 

    ASSESSMENT CRITERION 2 
    A communication program is set up to raise awareness on and promote engagement with the IDP approach and process as contextualised in the specific municipality. 

    ASSESSMENT CRITERION 3 
    A capacity building programme is set up to enable the various role players to understand and internalise the IDP principles and approach, and to effectively contribute towards. 

    ASSESSMENT CRITERION 4 
    Ward and community based planning processes and structures are developed within the context the integrated development planning process in a municipality.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
