PURPOSE OF THE UNIT STANDARD 
This standard will be useful to learners working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competences to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Determining the framework for IDP and the nature of the IDP in A, B, and C municipalities.
  • Designing the process to ensure an IDP is drawn up, an IDP process followed, and an IDP reviewed that is legally compliant and contributes toward development and governance in the municipal area.
  • Identifying and designing the IDP implementation and review process to relate to when implementing the IDP programme.
  • Designing the IDP process to support alignment between the three spheres of government in the municipal area. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners should be competent in Communication at NQF level 4 and Computer Literacy level 3. 

    UNIT STANDARD RANGE 
  • In order to ensure sustainable human settlements, and as municipalities are dependent on various other government agencies and parastatals for service delivery and resources, IDPs are developed for municipal areas, and not only for municipal administrations.
  • The intergovernmental development planning framework refers to the role of the MTSF, PGDS and IDPs and NSDP, as well as processes and instruments of financial planning and budgeting, sector and departmental plans and strategies to jointly prioritise, allocate resources and ensure co-ordinated implementation.
  • The strategic implications of sector plans and policies includes a focus the importance, challenges and benefits of integrated and strategic development approaches (such as highlighted in the NSDP) to co-ordinate investment by various sectors, cross-cutting programmes and line departments.
  • The IDP process refers to the whole IDP process and the various stages and phases thereof. Reference can be made to the DPLG IDP Guide packs. Various elements pf the process includes for example municipal wide analysis, visioning, identification of key priorities, long and medium term strategic planning, project planning, operational planning, approval, implementation and review. IDP process design also refers to aspects such as key inputs and outputs of each phase, key role players in the respective phases, time frames and key processes, instruments, requirements etc.

    Determine the framework for IDP and the nature of the IDP in A, B, and C municipalities. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The specific roles and differentiated strengths of the district and local IDPs are identified and motivated. 

    ASSESSMENT CRITERION 2 
    The role and nature of IDPs within the context of bigger towns, cities and metropolitan areas are identified and discussed. 

    ASSESSMENT CRITERION 3 
    The strategic and spatial implications, as well as impact of the NSDP, PGDS and sector policies and strategic plans for the area, are identified and interpreted. 

    ASSESSMENT CRITERION 4 
    The ways in which integrated planning and the IDP will direct and co-ordinate strategic planning and implementation in municipalities and sectors are explained. 

    ASSESSMENT CRITERION 5 
    The role of the IDP in the own context is explained. 

    SPECIFIC OUTCOME 2 
    Design the process to ensure an IDP is drawn up, an IDP process followed, and an IDP reviewed that is legal compliant and contributes toward development and governance in the municipal area.

    Prioritisations methodologies, processes, mechanisms and events are designed and tested. 

    ASSESSMENT CRITERION 4 
    An IDP design and review process is tabled and explained with reference to the financial and human resources available. 

    ASSESSMENT CRITERION 5 
    The steps to be followed in winning approval of the process tabled are explained. 

    SPECIFIC OUTCOME 3 
    Identify and design the IDP implementation and review process to relate to when implementing IDP programme. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Performance in all departments/agencies against the identified priorities and high level programmes and projects in the IDP is monitored through the performance management system. 

    ASSESSMENT CRITERION 2 
    Resources are allocated in line with the identified priorities and high level programmes and projects in the IDP through the budgeting system. 

    ASSESSMENT CRITERION 3 
    Implementation of the identified priorities and high level programmes and projects in the IDP is ensured through business planning processes within the municipality. 

    ASSESSMENT CRITERION 4 
    Other relevant medium term and annual municipal planning, business processes, systems and tools are drawn on to ensure that review process is implemented in an effective and methodical manner. 

    SPECIFIC OUTCOME 4 
    Design the IDP process to support alignment between the three spheres of government in the municipal area. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A process and structures to support alignment between the actions and investment of the three spheres of government in municipal IDPs is designed and explained. 

    ASSESSMENT CRITERION 2 
    The planning process (including budgeting, and other municipal and sectoral planning processes) is designed to enable alignment with policies, plans and strategies that have a direct impact on the municipal area or activities of the municipality. 

    ASSESSMENT CRITERION 3 
    The planning and review processes are set up to provide for intergovernmental alignment between IDPs and the relevant PGDS, with the NSDP, as well as with line departments in the different spheres and parastatals. 

    ASSESSMENT CRITERION 4 
    The role of the spatial framework in contributing towards reaching a mutual understanding of development challenges, supporting joint prioritisation, ensuring spatial cohesion, coordinating strategic resource allocation, and enabling coordinated implementation is explained and illustrated.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
