PURPOSE OF THE UNIT STANDARD 
This standard will be useful to learners working within a National or Local Government sector. This standard will enable the learner to apply strategic level development and governance competences to ensure integrated and sustainable processes, outcomes, structures, strategies, planning, implementation management, monitoring and evaluation at a municipal level. This standard will also value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Ensuring synergy between the integrated development plan in a municipality, the organisational structure, and the relevant human and other resources especially to draw up and implement in accordance with the IDP.
  • Contributing to preparing a municipal budget that reflects an integrated development plan.
  • Ensuring co-ordination between the integrated development plan and core functional areas, plans and activities in the municipality.
  • Ensuring that knowledge management systems are designed and implemented in support of the integrated development planning process in a municipality.
  • Ensuring buy-in and commitment for the process proposed to design and implement the IDP process. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners should be competent in Communication at NQF level 4 and Computer Literacy level 3. 

    UNIT STANDARD RANGE 
  • Information systems refer to the range of data basis' and systems for example on planned projects, approved projects, budget allocations, targets and indicators, various monitoring systems as well as geographic information systems.
  • In order to ensure sustainable human settlements, and as municipalities are dependent on various other government agencies and parastatals for service delivery and resources, IDPs are developed for municipal areas, and not only for municipal administrations. 

  • Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Ensure synergy between the integrated development plan in a municipality, the organisational structure, and the relevant human and other resources especially to draw up and implement in accordance with the IDP. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An assessment is done of the effectiveness of the organisational position, management relationships, role and unit of the person/persons that is responsible to draft, implement and monitor the IDP. 

    ASSESSMENT CRITERION 2 
    An assessment and proposal are done of the capacity and skills to design, implement and monitor and IDP process in the municipality. 

    ASSESSMENT CRITERION 3 
    The human resource framework of the municipality is assessed in terms of the capacity and skills requirements of the integrated development planning processes. 

    ASSESSMENT CRITERION 4 
    The development finance and budgeting processes, systems and mechanisms is assessed in terms of how it supports the integrated development planning process in a municipality. 

    SPECIFIC OUTCOME 2 
    Contribute to preparing a municipal budget that reflects an integrated development plan.

    ASSESSMENT CRITERION 1 
    Key stages within the budgeting process are recognised and discussed in a municipal context. 

    ASSESSMENT CRITERION 2 
    The relationships between the components of a budgeting and service delivery system are identified within a municipality. 

    ASSESSMENT CRITERION 3 
    A schedule for integrated development planning and municipal budget processes is developed that ensures the integration of these processes. 

    ASSESSMENT CRITERION 4 
    The current approach to budgeting at a municipality is evaluated in terms of their strengths and weaknesses.

    Ensure co-ordination between the integrated development plan and core functional areas, plans and activities in the municipality. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A framework is designed, setting out how line department/agency business plans and projects can influence and be developed in support of the integrated development planning process in a municipality. 

    ASSESSMENT CRITERION 2 
    A framework is designed, setting out how medium term sector plans and integrated programmes can influence and be developed in support of the integrated development planning process in a municipality. 

    ASSESSMENT CRITERION 3 
    A framework is designed, setting out how the spatial framework and area based plans can influence, and be developed in support, of the integrated development planning process in a municipality. 

    ASSESSMENT CRITERION 4 
    A framework is designed, setting out how ward and community based plans, processes and projects can influence and be developed in support of the integrated development planning process in a municipality. 

    SPECIFIC OUTCOME 4 
    Ensure that knowledge management systems are designed and implemented in support of the integrated development planning process in a municipality. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A framework to identify information systems and knowledge management processes to support development, the IDP and other governmental planning processes is developed and set in place. 

    ASSESSMENT CRITERION 2 
    Criteria are drawn up to ensure effective data management and appropriate technology platforms to support the development, monitoring and evaluation of various components and targets of, as well as processes in, integrated development planning. 

    ASSESSMENT CRITERION 3 
    Information management and systems within the municipality are evaluated in terms of their ability to assist and contribute to prioritisation, implementation and monitoring of the identified priorities and high level programmes and projects in the IDP. 

    ASSESSMENT CRITERION 4 
    The critical role of geographic information in supporting development planning, public participation, and decision making is identified and explained. 

    SPECIFIC OUTCOME 5 
    Ensure buy-in and commitment for the process proposed to design and implement the IDP process. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Content and processes to brief decision makers in order to make them available aware of the need, purpose and requirements of IDP is designed and implemented. 

    ASSESSMENT CRITERION 2 
    The process plan for the municipal IDP process is designed in order to obtain approval and buy-in, in own work context. 

    ASSESSMENT CRITERION 3 
    The importance for council to approve the respective processes, systems, deliverables and outputs of the respective phases in time, is explained and the mechanisms to ensure this in own work context explained. 

    ASSESSMENT CRITERION 4 
    A process and structures to support alignment between the actions and investment of the three spheres of government in municipal IDPs is designed and explained. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
