PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to those who intend to conduct internal or external evaluations of education, training and development providers, products and services to meet an established learning need within an organisation.

People credited with this unit standard are capable of:
  • Establishing organisational learning needs and potential solutions.
  • Planning and organise the evaluation.
  • Evaluating providers, products and services.
  • Promoting providers, products and services to the organisation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners have knowledge and understanding of the contexts of evaluations, and understand the principles, concepts and structures of the National Qualifications Framework (NQF) and quality management systems (QMS), with particular reference to learning interventions, assessment, moderation and verification. It is also assumed that learners have practical experience of Education, Training and Development. 

    UNIT STANDARD RANGE 
    This unit standard applies to both internal and external evaluations. While the scope and purpose of internal and external evaluations might differ, the processes used will be essentially the same. Consequently, candidates can achieve credit for this unit standard in the context of either internal and/or external evaluations.

    For the purposes of award of this unit standard, the evaluator must demonstrate the ability to carry out evaluations of ETD providers, products and related services to meet a variety of learning needs at different levels and within different contexts in the organisation.

    Establish organisational learning needs and potential solutions.

    Potential solutions may be in the form of internal or external ETD providers, products and services.

    ASSESSMENT CRITERION 1 
    Learning needs within the organisation are verified through reliable sources. 
    ASSESSMENT CRITERION RANGE 
    Sources may include workplace skills plans, organisational ETD plans and stakeholder workshops.
     

    ASSESSMENT CRITERION 2 
    Verified learning needs are defined in terms of required outcomes of learning, target group and priority. 

    ASSESSMENT CRITERION 3 
    Potential solutions are identified through reliable sources and are based on a match with organisational needs. 

    ASSESSMENT CRITERION 4 
    Potential solutions are invited and/or gathered for evaluation in line with organisational procedures. 
    ASSESSMENT CRITERION RANGE 
    Invitations include a terms of reference for providers where applicable.
     

    SPECIFIC OUTCOME 2 
    Plan and organise the evaluation.

    ASSESSMENT CRITERION 1 
    The objectives of the evaluation and policies guiding evaluations are defined and confirmed with relevant stakeholders. 

    ASSESSMENT CRITERION 2 
    The evaluation criteria and the evidence required are clearly identified and agreed with relevant stakeholders and/or roleholders. 
    ASSESSMENT CRITERION RANGE 
    Criteria will relate to a variety of factors, including but not limited to cost, match with organisational needs and culture, track record and profile of provider, proven success rate, timeframes for delivery, provider capacity, SAQA alignment, quality management, general management and administration, learner support services, client relationship.
     

    ASSESSMENT CRITERION 3 
    A plan is developed providing details of the evaluation and enabling the objectives of the evaluation to be met within available resources. 
    ASSESSMENT CRITERION RANGE 
    Details include evaluation approach, timing of evaluation activities, expected duration, resources and information required, roles and responsibilities of participants, recording and reporting mechanisms.
     

    ASSESSMENT CRITERION 4 
    Recording instruments and support documentation are prepared to ensure the efficient collection and evaluation of the required evidence. 
    ASSESSMENT CRITERION RANGE 
    Instruments and documentation could include any combinations of checklists, accreditation criteria, quality standards, organisation charts, previous evaluation reports and quality system documentation.
     

    ASSESSMENT CRITERION 5 
    Plans and preparations ensure fairness of evaluations and take into account ethical considerations such as potential conflicts of interest.

    The evaluation complies with evaluation principles, ethics and various other requirements. 
    ASSESSMENT CRITERION RANGE 
  • Evaluation principles include accuracy, fairness, objectivity, completeness, validity, reliability and openness.
  • Ethics includes confidentiality, avoiding misrepresentation and conflicts of interest and protection of copyrights and intellectual property.
  • Other requirements include any policies, procedures and requirements of the organisation/s involved, any relevant legislative and/or regulatory requirements and any other special industry conditions.
     

  • ASSESSMENT CRITERION 2 
    Evaluative decisions are made in terms of pre-determined and agreed evaluation criteria and on the basis of sufficient and verifiable evidence. 

    ASSESSMENT CRITERION 3 
    Short lists or selections are justified by evidence of the most favourable match with agreed criteria. 

    ASSESSMENT CRITERION 4 
    Decisions and/or recommendations are recorded and reported according to organisational requirements, with sufficient information to reveal the evaluation process, results and justifications for the decisions or recommendations. 

    ASSESSMENT CRITERION 5 
    Registers of providers, products and services, together with evaluation results and recommendations are maintained for further use.

    Promote providers, products and services to the organisation.

    Target groups for promotion are identified according to need and decision-making responsibilities.

    The promotional strategies are suited to the organisational environment, budgetary constraints, target group/s and the nature of the providers, products or services to be promoted. 

    ASSESSMENT CRITERION 3 
    Promotional activities and materials are in line with the promotional strategy. 

    ASSESSMENT CRITERION 4 
    The promotion provides sufficient and accurate information regarding the purpose and benefits of the provider, products or services to enable target group/s to make informed decisions. 

    ASSESSMENT CRITERION 5 
    The promotion is successful in raising awareness within the target group/s, thus enhancing the potential for the effective use of the selected provider, product or service.
