PURPOSE OF THE UNIT STANDARD 
The qualifying learner shall be able to perform tasks safely and efficiently in an emergency service organisation.
The learner will posses the fundamental knowledge and skills to pursue a career in an emergency service.

On completion of this unit standard learners will be able to:
  • Function effectively within the context of an emergency service organisation.
  • Communicate emergency and non emergency information.
  • Perform basic emergency scene activities in a safe manner.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The learner will be assumed to posses the following at a NQF level 3:
  • Communication.
  • Mathematical Literacy.

    It is recommended that learners should be in a fit medical and physical condition as per industry standards and norms.

    Note: The unit standard 'Use a self-contained breathing apparatus safely and effectively' has been developed as a separate unit standard so as to meet the needs of a wide variety of persons who are required to use a self contained breathing apparatus in the course of normal occupational tasks or emergency operations, other than fire fighters.

    It is vital that the learners attempting to achieve this unit standard ('Function safely and effectively within an emergency service organisation') have already achieved the unit standard 'Use a self-contained breathing apparatus safely and effectively'. The competence described in the purpose statement at the beginning of this unit standard assumes that learning to be already in place.

    It is recommended that providers of the full qualification at Level 4 for Emergency Services Operators integrate these two standards for teaching, learning and assessment.

    ASSESSMENT CRITERION 4 
    The roles of other support agencies and organisations are identified and explained, describing the way they relate to the emergency services. 
    ASSESSMENT CRITERION RANGE 
    Other support organisations include, but are not limited to SAPS, Ambulance, EMRS and similar relevant organisations.
     

    ASSESSMENT CRITERION 5 
    The incident management system is described, explaining its basic components and features.

    ASSESSMENT CRITERIA

    The response to a reported emergency is initiated in line with standard operating procedures. 

    ASSESSMENT CRITERION 2 
    Communication procedures, etiquettes, codes and practices are used appropriately in relation to a range of typical emergency and non-emergency contexts. 

    ASSESSMENT CRITERION 3 
    Information required to establish needs at the scene of an emergency is gathered, using all relevant sources. 

    ASSESSMENT CRITERION 4 
    Information regarding safety requirements and the need for assistance at the scene of an emergency is communicated timeously to all relevant parties. 

    ASSESSMENT CRITERION 5 
    A basic incident report is completed, ensuring that feedback is given to all relevant parties. 

    ASSESSMENT CRITERION 6 
    Non-emergency information is received and relayed to relevant parties, using appropriate communication equipment effectively. 
    ASSESSMENT CRITERION RANGE 
    Communication equipment includes telepone, radio and electronic mediums.
     

    SPECIFIC OUTCOME 3 
    Perform basic emergency scene activities in a safe manner. 
    OUTCOME RANGE 
  • Protective clothing and equipment must be task specific but at a minimum includes: head, hand, foot and eye protection as well as safety equipment when working at a height.
  • Apparatus means a pumping/rescue purpose built vehicle with a dedicated crew seating area.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Personal protective clothing is selected and used in accordance with standard operating procedures designed to ensure its effectiveness. 

    ASSESSMENT CRITERION 2 
    Safety equipment is selected and used correctly, in line with the requirements of the specific incident. 

    ASSESSMENT CRITERION 3 
    All safety procedures are followed during response as a crew member on an apparatus to an emergency scene. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor/moderator with the relevant ETQA.
  • Such registration assumes that the assessor has both ETDP competences as well as substantial functional competence in the relevant area of practice.
  • This point leads to the assumption that any assessor assessing this unit standard is not relying simply on the content of the unit standard to guide their practise. Rather the assessor is drawing on a wealth of experiential knowledge for which this unit standard provides a quality benchmark.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.

    > Such accreditation assumes that the institution has access to relevant resources and staff with a substantial functional competence in the relevant area of practice.
    > This point leads to the assumption that any person providing education or training leading to this unit standards is not relying simply on the content of the unit standard to guide their practise.
