PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners in the Public Sector who work in anti-corruption units and who are responsible for the operationalisation of a Departmental specific anti-corruption strategy. It will be useful for anti-corruption practitioners.

The qualifying learner is capable of:
  • Analysing and interpreting the current National anti-corruption strategy and other relevant policy directives.
  • Contextualising the National anti-corruption Strategy in a specific Public Sector Department.
  • Developing a strategy for a selected Department within the parameters of the National anti-corruption strategy and organisational context.
  • Drafting a plan to manage the implementation of the proposed Departmental anti-corruption strategy.

  • Communication and Mathematical Literacy at Level 4.

    SPECIFIC OUTCOME 1 
    Analyse and interpret the current National anti-corruption strategy and other relevant policy directives.

    ASSESSMENT CRITERION 1 
    The National anti-corruption strategy and other relevant policy documents are interrogated to ascertain the core components, basic tenets and cornerstones of Government policy. 

    ASSESSMENT CRITERION 2 
    The main aspects of the anti-corruption strategy are explained with reference to the implications for implementation in a specific Department. 

    SPECIFIC OUTCOME 2 
    Contextualise the National anti-corruption strategy in a specific Public Sector Department. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The corruption risks and anti-corruption capacity in a Department are evaluated and prioritised to inform the development of a departmental strategy. 

    ASSESSMENT CRITERION 2 
    Possible ways of implementing the National anti-corruption strategy are conceptualised for a specific Department. 

    SPECIFIC OUTCOME 3 
    Develop a strategy for a selected Department within the parameters of the National anti-corruption strategy and organisational context.

    ASSESSMENT CRITERION 1 
    An implementation strategy is proposed that includes prevention, detection, investigation and resolution. 

    ASSESSMENT CRITERION 2 
    Approaches to address the corruption risk areas and implement the strategy are proposed with reference to resources and organisational design. 

    SPECIFIC OUTCOME 4 
    Suggest a plan to manage the implementation of a proposed Departmental strategy.

    ASSESSMENT CRITERION 1 
    An implementation plan is developed for a selected Public Sector Department. 

    ASSESSMENT CRITERION 2 
    A plan is drafted to monitor and evaluate implementation. 

    ASSESSMENT CRITERION 3 
    The proposal is presented to the relevant stakeholders to obtain buy-in, support and ownership.

  • Anyone assessing a candidate against this Unit Standard must be registered as an assessor with the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited as a provider through the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.

    The learner is able to demonstrate an understanding of the world as a set of related systems by recognising that problem-solving contexts do not exist in isolation contextualising the National anti-corruption strategy in a selected Department and developing a strategy within the parameters of the National anti-corruption strategy.
