PURPOSE OF THE UNIT STANDARD 
Learners credited with this unit standard are able to describe a situation that could be hazardous and pose a risk or threat to participants. The legislation governing health and safety will underpin this unit standard.

On completion of this unit standard the qualifying learner will be able to:
  • Explain the health and safety roles and responsibilities of an individual working in a recreation environment.
  • Demonstrate knowledge of the emergency policies and procedures of a recreation organization.
  • Eliminate or minimize hazards and risks associated with a recreation activity, facility and environment.
  • Implement a safety policy.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will have demonstrated competence in Numeracy and Literacy at NQF Level 3 or equivalent. 

    UNIT STANDARD RANGE 
  • Competence in this unit standard includes compliance with the Occupational and Safety Act No 85 of 1993 as it applies to recreation activities and environments; Compensation for Occupational Injuries and Diseases Act 130 of 1993 and any other Act that may be applicable to the recreation environment.
  • A recreation environment may include swimming pools, indoor stadiums, outdoor sport areas, outdoor environments, beaches, lakes, rivers, bush, mountains, national parks and reserves, conservation areas, museums, libraries, theatres, arts and cultural centers, community halls.
  • In the context of this unit standard, an individual working in a recreation environment may be a paid employee or an unpaid volunteer.
  • In the context of this unit standard, an organization refers to the place where a person is working.
  • In instances where this unit standard is not assessed in a workplace, the safety and emergency policies and procedures required for assessment must meet minimum industry safety standards and or requirements of relevant legislation.

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Explain the health and safety roles and responsibilities of an individual working in a community recreation environment. 
    OUTCOME RANGE 
    Roles and responsibilities may include but are not limited to - accident prevention, personal proficiency, compliance with relevant legislation, public education, equipment management. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The roles and responsibilities of an individual working in a recreation environment in terms of the organizations safety policies and procedures are explained and understood. 

    ASSESSMENT CRITERION 2 
    The legislation relevant to the recreation activity, facility and environment and as they apply to staff are described and explained. 

    ASSESSMENT CRITERION 3 
    The need for a health and safety policy in an organization is explained and developed. 

    ASSESSMENT CRITERION 4 
    The impact and significance of a poor record of health and safety at the workplace is outlined. 
    ASSESSMENT CRITERION RANGE 
    Significance may include - fines, court imposed punishments, costs of treatment to employees following a work related incident.
     

    SPECIFIC OUTCOME 2 
    Demonstrate knowledge of the emergency policies and procedures of a recreation organization. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The procedures to be followed in the event of an emergency relevant to the recreation activity and environment are consistent with the organizations emergency policies and procedures are developed and explained. 
    ASSESSMENT CRITERION RANGE 
    Procedures must include - natural or introduced environment related hazards, people, and equipment.
     

    ASSESSMENT CRITERION 2 
    Emergency prevention and its compliance with the relevant legislation in relation to the recreation activity are described. 

    ASSESSMENT CRITERION 3 
    New hazardous events or situations, which are not covered by the organizations emergency policies and procedures are recognized and documented. 

    ASSESSMENT CRITERION 4 
    Reports and records describing incidents and accidents in accordance with the organizations emergency procedures and policies are prepared and presented. 

    SPECIFIC OUTCOME 3 
    Examine the recreation activity, facility and environment and eliminate or minimize risks and hazards. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The recreation environment and identify potential hazards and risks in terms of safety to clients, staff, and other people who may come into the area are inspected. 

    ASSESSMENT CRITERION 2 
    Prepare a report on the identification of the risks as per the emergency procedures and policies of the organization. 

    ASSESSMENT CRITERION 3 
    Perform the necessary actions to eliminate or minimize the risks or hazards to meet the organizations safety policies and procedures. 

    ASSESSMENT CRITERION 4 
    Interpret the inherent risks in the implementation of a recreation activity and judge how it complies with the requirements of the organizations safety policies and procedures, and the relevant legislation. 
    ASSESSMENT CRITERION RANGE 
    Implementation may include, but is not limited to - equipment management, compliance with safety rules, use of safety equipment and clothing, recognition of hazards and unsafe behaviour, communication with clients, communication with other staff, recognition of people in difficulty, staff proficiency.
     

    ASSESSMENT CRITERION 5 
    Evaluate all actions and implementation and modify as required according to the organizations safety policy and procedures. 

    SPECIFIC OUTCOME 4 
    Implement a risk management policy within a recreation facility.

    ASSESSMENT CRITERION 1 
    Examine the recreation setting and implement a risk management policy. 
    ASSESSMENT CRITERION RANGE 
    Recreation setting includes - protection of the outdoor natural environment, use of protective clothing, storage of dangerous chemicals, environmental pollution.
