PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for people who develop housing programmes to meet a diversity of people's housing needs and options in a given context.

The qualifying learner will be capable of:
  • Critically evaluating the existing housing programmes at national, provincial and local levels.
  • Planning and preparing for development of housing programmes.
  • Designing the housing programme framework.
  • Developing guidelines for the implementation of a housing programme. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will have demonstrated competence in numeracy and communication skills at NQF Level 5 or equivalent.

    Critically evaluate the existing housing programmes at national, provincial and local levels.

    The current housing programmes for housing development are identified and described in the context within which they apply given the communities diverse housing needs. 

    ASSESSMENT CRITERION 2 
    National and provincial housing programmes are critically evaluated to determine appropriateness in meeting the communities housing needs. 

    ASSESSMENT CRITERION 3 
    The framework for the development of a housing programme is developed in accordance with housing needs and challenges. 

    ASSESSMENT CRITERION 4 
    The evaluation is conducted in a manner that identifies areas where each programme has been implemented detailing the nature, strengths and weaknesses of each programme.

    Plan and prepare for development of a housing programme.

    ASSESSMENT CRITERION 1 
    The brief is developed and/or analysed to ensure that sufficient background information for the development of a housing programme is understood in housing context. 

    ASSESSMENT CRITERION 2 
    The dynamics and diverse nature of community needs and choices in relation to housing are analysed to prepare for the development of a housing programme. 

    ASSESSMENT CRITERION 3 
    Factors influencing the development of a housing programme are discussed using case studies. 
    ASSESSMENT CRITERION RANGE 
    Factors include but are not limited to resources, time and budget.

    Design a housing programme framework.

    The aim of the framework is explained in relation to content of the programme.

    The framework is developed to outline the key factors and issues related to housing that should be considered for a comprehensive housing programme.

    The framework is developed in terms of the policy and legislative frameworks governing housing development.

    Develop guidelines for the implementation of a housing programme.

    Processes and procedures for the implementation of the programme are explained and discussed within a specific context. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
