PURPOSE OF THE UNIT STANDARD 
Learners credited with this unit standard are able to obtain, analyse and interpret a project charter or brief and its associated documents. They will be able to, from the document, define the project assumptions, constraints, inclusions and exclusions and include these in the development of the preliminary scope statement. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is assumed that learners are competent in:
  • Mathematical Literacy at NQF level 4 or equivalent.
  • Communication at NQF level 4 or equivalent.
  • Computer Literacy at NQF level 3 or equivalent.
  • Unit Standard: Contribute to project initiation, scope definition and scope change control at NQF level 4.
  • Unit Standard: Develop a simple schedule to facilitate effective project execution at NQF level 4. 

  • UNIT STANDARD RANGE 
    Simple to moderately complex project can be defined as project that has:
  • A high degree of stability, few uncertainties or low rate of change with regard to expected deliverables, phase contents, organisational process and procedures, legislation and team members.
  • Limited range of different methods or approaches relating to: The design and creation of deliverables and end products.
  • Low to moderate impact on the environment and or socio economic elements; Moderate to low need to comply with legislation: Moderate number of stakeholders affected by or interested in the project.
  • Low strategic importance to the organisation or organisations involved; Not necessary identified in strategic plans.
  • Stakeholders, that are in agreement about the characteristics of the product of the project; Benefits of the project well defined and agreed.
  • Low number of different organisations participating in the project; A low number; and or wide variety of interfaces between the project and other organisational entities in order to produce the end deliverable.

    The way the project integrates with the overall business strategy is interpreted and described in line with the project charter.

    Determine the key requirements of the project.

    The products of the project required to achieve the objectives of the project, are identified and described.

    The major deliverables required to produce the products of the project, are identified, described and recorded in the required format.

    The major resources groupings required to achieve the major deliverables are identified and documented in the required format. 
    ASSESSMENT CRITERION RANGE 
    Major resource groupings include but are not limited to project team members, contracting groups, equipment and material.

    Inclusions and exclusions from the project are identified and documented in the required format in support of project scope clarification agreements.

    An initial project schedule is compiled to determine the initial overall timeline of the project and is documented in the required format.

    Initial project schedule consists of key project milestones e.g. key milestone chart.

    The initial project budget is compiled to determine the feasibility of the project and is documented in the required format.

    Initial project budget is mostly a top-down approach rather that a bottom-up approach when a detailed project budget is compiled.

    Develop the Project Management approach.

    Project strategies are identified and described in the context of both its alignment with project objectives and practicality.

    Project strategies include but are not limited to management strategies for scope, schedule, cost, quality, risk, communication.

    Project controls required to govern the project are determined and documented in the required format.

    Performance measures and acceptance criteria are identified and explained in support of project objectives.

    The Project Management approach is compiled to best suit the specific project and the stakeholder requirements.

    The project management approach includes but is not limited to project phases, project management processes and specific strategies regarding key project aspects.

    Compile a preliminary project scope statement.

    ASSESSMENT CRITERION 1 
    All components of the preliminary scope statement are gathered, interrogated and checked for cohesion and balance between them to ensure alignment between them. 
    ASSESSMENT CRITERION RANGE 
    Components include but are not limited to the products of the project, major deliverables, inclusions and exclusions, initial project schedule and budget, assumptions, project strategies, controls and performance measures.
     

    ASSESSMENT CRITERION 2 
    Revisions to correct discrepancies between components are agreed with relevant stakeholders and in the required format. 

    ASSESSMENT CRITERION 3 
    All components are integrated into the preliminary scope statement document in the required format. 

    ASSESSMENT CRITERION 4 
    The preliminary scope statement document is submitted and presented for approval by the authorised individuals in the required format and time frame.

    The approved preliminary scope statement is communicated to all relevant stakeholders in the required format and time frame.
