PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners who are working within a Local Government structure and/or have been elected municipal councillors. Its completion will enable learners to identify the critical roles of own function as a councillor and to find ways to implement these roles in own work context.

The qualifying learner is capable of:
  • Integrating and coordinating roles and responsibilities of municipal councillors to achieve Local Government objectives.
  • Explaining the concept of maximising economic growth and integrating this concept into municipal councillor context.
  • Demonstrating an understanding of the concepts of democratising development, empowering and redistributing.
  • Applying the code of conduct for municipal councillors.
  • Identifying the levels of authority and the scope of delegation relating to municipal councillor's roles and responsibilities.

    OUTCOME RANGE 
    Typical factors relating to the code of conduct required for councillor functions include but are not limited to attendance at meetings, disclosure of interests, personal gain, declaration of interest, full-time councillors, rewards, gifts and favours, unauthorised disclosure of information, intervention in administration and council property, anti-corruption.

    The guidelines outlining the typical code of conduct required by local government councillors is explained with examples.

    Code of conduct includes but is not limited to adherence to the Municipal Finance Management Act.

    Typical case studies relating to codes of conduct, professionalism and breaches relating thereto are discussed in the context of local government.

    The concepts of good faith, honesty, transparency and accountability are explained in the context of the local government councillor function.

    The concepts of business etiquette and professionalism are described in the context of the Local Government councillor function.

    Business etiquette and professionalism include but are not limited to typical dress code, image, standards of professionalism.
