PURPOSE OF THE UNIT STANDARD |
This unit standard is intended for learners working within a Local Government structure and who have been elected as municipal councillors. The completion of this standard will enable learners to facilitate Council and related meetings in a way that maximises participative processes for achieving Local Government objectives.

ASSESSMENT CRITERION 1 |
Processes are facilitated to assist Ward Committee members in preparing for meetings and convening meetings on a regular basis. |
ASSESSMENT CRITERION 2 |
Meetings are facilitated to ensure the election of Ward Committee members duties are assigned in order to support Ward Committee functions and roles. |
ASSESSMENT CRITERION 3 |
Support actions are undertaken to motivate that follow-up work arising from meetings is executed by Ward committee members. |
ASSESSMENT CRITERION 4 |
The necessary protocols are adhered to in line with overall legislation and Local Government policies. |

Protocols include but are not limited to maintaining position of chairperson only, not projecting own agenda onto ward committee members, remaining impartial, being supportive without abusing role as chairperson of Ward Committee. |

Agenda's are determined in advance and all invitees and relevant parties advised in good time. |
ASSESSMENT CRITERION 2 |
Sensitivities pertaining to the agenda's are considered and understanding of the councillor's role in facilitating the agenda is demonstrated. |
ASSESSMENT CRITERION RANGE |
Sensitivities include but are not limited to conflict in deciding what should go into agenda, representing interests of all parties in defining agenda, suspending preconceived notions pertaining to agenda and not dictating the agenda where ward committees are involved. |

Rules of order for council meetings are adhered to when compiling agenda's. |
