PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners working within a Local Government structure and who have been elected as municipal councillors. The completion of this standard will enable learners to facilitate Council and related meetings in a way that maximises participative processes for achieving Local Government objectives.

The qualifying learner is capable of:
  • Explaining the Local Government contexts to which various meeting procedures apply.
  • Explaining meeting procedures applicable to committee, constituency and public meetings.
  • Describing and applying meeting procedures applicable to local Council meetings.
  • Describing and applying meeting procedures applicable to Ward Committee meetings.
  • Describing and applying the agenda setting rules for Council and Local Government meetings.

    ASSESSMENT CRITERION 1 
    Ward Committee meetings procedures are distinguished from constituency and Council meetings on the basis of status, objectives and the role of councillors at such meetings. 

    ASSESSMENT CRITERION 2 
    Constituency meetings procedures are distinguished from Ward and Council meetings on the basis of status, objectives and the role of councillors at such meetings. 

    ASSESSMENT CRITERION 3 
    Council and special meetings procedures are distinguished from Ward and Council meetings on the basis of status, objectives and the role of councillors at such meetings. 

    ASSESSMENT CRITERION 4 
    Committee meetings procedures are distinguished from Ward and Council meetings on the basis of status, objectives and the role of councillors at such meetings.

    The rules of meeting procedure applicable to Local Government meeting contexts are understood and explained with examples.

    The functions of councillors during committee, constituency and public meeting are understood and explained with examples. 

    ASSESSMENT CRITERION 3 
    The duties of chairpersons in committee, constituency and public meetings are understood and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Duties include, but are not limited to, time management, establishing quorum and meeting requirements, opening, leading and closing meetings.
     

    ASSESSMENT CRITERION 4 
    The skills and personal qualities necessary to chair committee, constituency and public meetings are understood and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Skills include, but are not limited to, guiding discussion, clarifying and summarising and facilitation.
     

    ASSESSMENT CRITERION 5 
    Meeting procedures in relation to holding committee, constituency and public meetings are understood and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Procedures include, but are not limited to, planning, conducting, recording and closing procedures.
     

    ASSESSMENT CRITERION 6 
    The sources of knowledge to support and document meeting information is described and integrated into own councillor meeting context.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Meeting procedure rules and regulation for council meetings are identified, obtained, analysed and followed to ensure compliance with standard protocol. 

    ASSESSMENT CRITERION 2 
    The persons and functions responsible for facilitating council meetings are identified and their roles are understood and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Roles and role players include, but are not limited to, secretariat, notices of meetings, special meeting requirements, agenda protocols.
     

    ASSESSMENT CRITERION 3 
    The code of conduct and ethics applicable to meetings in general and specifically to council meetings are understood and described with examples. 

    ASSESSMENT CRITERION 4 
    Documentation used during council meetings is understood and samples produced and explained. 
    ASSESSMENT CRITERION RANGE 
    Documentation includes, but is not limited to, notices, agenda's information packs and order of business.
     

    SPECIFIC OUTCOME 4 
    Apply meeting procedures applicable to Ward Committee meetings. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Processes are facilitated to assist Ward Committee members in preparing for meetings and convening meetings on a regular basis. 

    ASSESSMENT CRITERION 2 
    Meetings are facilitated to ensure the election of Ward Committee members duties are assigned in order to support Ward Committee functions and roles. 

    ASSESSMENT CRITERION 3 
    Support actions are undertaken to motivate that follow-up work arising from meetings is executed by Ward committee members. 

    ASSESSMENT CRITERION 4 
    The necessary protocols are adhered to in line with overall legislation and Local Government policies. 
    ASSESSMENT CRITERION RANGE 
    Protocols include but are not limited to maintaining position of chairperson only, not projecting own agenda onto ward committee members, remaining impartial, being supportive without abusing role as chairperson of Ward Committee.
     

    ASSESSMENT CRITERION 5 
    The role of chairperson is fulfilled in Ward Committee meetings. 

    SPECIFIC OUTCOME 5 
    Apply the agenda setting rules for Council and Local Government meetings. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Agenda's are determined in advance and all invitees and relevant parties advised in good time. 

    ASSESSMENT CRITERION 2 
    Sensitivities pertaining to the agenda's are considered and understanding of the councillor's role in facilitating the agenda is demonstrated. 
    ASSESSMENT CRITERION RANGE 
    Sensitivities include but are not limited to conflict in deciding what should go into agenda, representing interests of all parties in defining agenda, suspending preconceived notions pertaining to agenda and not dictating the agenda where ward committees are involved.
     

    ASSESSMENT CRITERION 3 
    Rules of order for council meetings are adhered to when compiling agenda's.

    Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
