PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for people who have completed the introductory courses to warship safety management and bridge watch-keeping within a naval context. These two qualifications are foundational for further progression as an officer into warship operations management, and ultimately to command and control in a maritime surface warfare environment.

This unit standard will give them the opportunity to develop and balance their practical skills in above and below surface sensors with the essential knowledge needed to integrate information and form the recognised maritime picture required for Warfare Operations Management.

People credited with this unit standard are able to:
  • Use a range of electronic devices and other resources to gather intelligence information.
  • Classify contacts as friendly, hostile or neutral.
  • Create an real time Recognised Maritime Picture.
  • Disseminate information for decision-making.

    A range of electronic information gathering devices and other resources are directed to gather and integrate information to meet the intelligence requirements of the mission. 

    ASSESSMENT CRITERION 2 
    Each device is described with reference to its purpose, operation, capabilities and limitations and contribution to the integrated real maritime picture. 

    ASSESSMENT CRITERION 3 
    The capabilities and limitations of each device and/or source are factored into the interpretation of information received. 

    ASSESSMENT CRITERION 4 
    Measures and counter-measures to deal with enemy sensor systems are described with reference to own and enemy system capabilities, and prescribed procedures. 

    ASSESSMENT CRITERION 5 
    Frequency band availability across the force is managed to optimize individual and force sensor effectiveness. 

    ASSESSMENT CRITERION 6 
    Personnel are directed so as to maximize skill and experience to the benefit of an effective situational picture.

    Effects of neutral and electronically hostile environmental conditions are described with reference to the impact on data gathered capability and on the emerging picture.

    ASSESSMENT CRITERION 1 
    Detection and classification activities are accurately located within the five phases of warfare, and described in terms of their importance for the success of the mission. 
    ASSESSMENT CRITERION RANGE 
    Phases are: planning; scouting; approach; combat; post-combat.
     

    ASSESSMENT CRITERION 2 
    Own, enemy and neutral assets are described, classified and differentiated in terms of appearance, equipment, profiles and performance. Classification and differentiation is consistent with intelligence gathered in preparation for the mission. 

    ASSESSMENT CRITERION 3 
    Active and passive systems are used in the identification and classification of targets. 

    ASSESSMENT CRITERION 4 
    Cross-referencing of information is used to confirm initial detection. 

    ASSESSMENT CRITERION 5 
    Detected contacts are classified in terms of predetermined identification criteria, in accordance with the rules of engagement. 
    ASSESSMENT CRITERION RANGE 
    Criteria include: speed, direction, route, time; formations and speeds; violent manoeuvres; hostile radar; visual identification.

    Criteria may be liberal or narrow depending on the rules of engagement.

    The importance of positive identification is explained with reference to the combat phase of warfare, the element of surprise, and the possible consequences of incorrect identification.

    Machine to machine interface is managed so that relevant data from different component parts is delivered to the required destination to build or update the information display. 

    ASSESSMENT CRITERION 2 
    Emerging pictures from different sensor sources on own vessel are integrated into an overall situational picture. 

    ASSESSMENT CRITERION 3 
    The situational picture is supplemented and updated on an ongoing basis, in the light of information drawn from sources across the force. 

    ASSESSMENT CRITERION 4 
    Effects of equipment, environmental and operator limitations are factored into the construction of the picture. 

    ASSESSMENT CRITERION 5 
    Equipment is manipulated to provide the optimal picture within equipment limitations and factors impacting the picture quality. 

    ASSESSMENT CRITERION 6 
    Different sources are used to contrast and/or clarify the emerging picture, within established limits. 
    ASSESSMENT CRITERION RANGE 
    Factors include: controllable forces (equipment, setting up of search radar, operating of the search radar, enemy counter-measures) and uncontrollable forces (weather, rain, snow, sand; salinity, barometric conditions, seismic activity, sea state, time of day).

    Information is displayed in a sensible, de-cluttered and organised manner in the agreed format with the use of jargon, terms and symbols conforming to generally accepted naval use.

    The updated picture is communicated clearly and concisely to all affected personnel for decision-making purposes. 

    ASSESSMENT CRITERION 2 
    The machine-to-machine interface is managed to ensure that weapon systems are programmed and positioned according to the requirements of the situational picture and mission objectives. 
    ASSESSMENT CRITERION RANGE 
    Interface includes: radar positioning; tracking for missile launch; tracking incoming threats.
     

    ASSESSMENT CRITERION 3 
    Classification of contacts is consistent with information gathered during detection activities, and matches existing intelligence gathered on friendly and hostile forces during preparation and planning phases. 

    ASSESSMENT CRITERION 4 
    Interpretation of information gathered is accurate in terms of the raw picture, and provides details of the type, behaviour and possible intentions of contacts. 
    ASSESSMENT CRITERION RANGE 
  • Type of contact includes: surface/air; friend/foe/neutral; shape; size.
  • Information includes: underwater: solid/non-solid contacts; differentiation between torpedoes, propellers, floating mines, drums, whales, and ocean noise, above water: ship contact - size, type; direction and speed; closest point of approach; other navigational hazards.

    Combat information is relayed to own vessel and the force at large in accordance with established procedures for communication and in a format, which meets requirements.

    Own decisions and instructions are appropriate in terms of the designation of contacts, perceived threats, and responses required by the mission objectives, rules of engagement and current naval doctrine.

    Notes to Assessors:

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure that evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.

    The following particular issues should be taken into consideration when assessing against this unit standard:

    Every candidate for certification shall:
  • Be required to demonstrate the competence to undertake, at operational level, the tasks, duties and responsibilities listed in the STCW Code (Table A-II/1).
  • At least hold an appropriate certificate for performing VHF radio-communications in accordance with the requirements of the Radio Regulations.
  • If designated to have primary responsibility for radio-communications during distress incidents, hold an appropriate certificate issued or recognised under the provisions of the Radio Regulations.

    In addition, every candidate for certification shall:
  • Be required to provide evidence of having achieved the required standard of competence in accordance with the methods for demonstrating competence and the criteria for evaluating competence tabulated in STCW Code (Table A-II/1).
