PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners within the mechanical handling (rigging) field and focuses on the competencies required to supervise the use of an mobile crane, in order to lift and move a load.

A person credited with this unit standard is able to:
  • Identify, discuss and explain the use of mobile cranes.
  • Plan and prepare to lift and move the load.
  • Direct the crane to lift and move the load.
  • Maintain, care and store equipment.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    This unit standard has been designed as part of a progression. It is one of a series of unit standards for learners in the mechanical handling or related engineering environment.

    The credits allocated to this unit standard assume that a learner has already learned to use hand tools, manual lifting equipment and tackle in order to apply knowledge and skills to lift and move a load using a mobile crane.

    For the purpose of learning and assessment:

    Mobile cranes include:
  • Hydraulic cranes.
  • Lattice-boom cranes.
  • Truck or deck-mounted cranes.

    Below the hook attachments include but are not limited to chain blocks; lever hoists; air hoists; winches; derricks, slings, rope, shackles, eye bolts, spreader and equalising beams, clamps, pulley systems, pull lifts, jacks, sliding shoes, rollers, tirfors.

    Safe procedures, control and storage, include:
  • OHS Act and local authority requirements.
  • Mine and Health Act.
  • Code of Safe Working Practices (Marine).
  • Maintaining a record of usage.
  • Care and general storage methods.

    Environment contexts include but are not limited to:
  • Manufacturing and Engineering (Metals, Plastics, Tyre and Rubber, Electrical Power Generation, Automotive Manufacturing).
  • Chemical and Petrochemical.
  • Mining.
  • Transport (Maritime, Road, Rail and Aviation).
  • Civil Engineering and Construction.
  • Food and Beverages.
  • Other engineering-related industry sectors.

    The learner should be able to:
  • Work autonomously with minimal supervision and according to worksite and manufacturer specifications and occupational safety, health and environmental legislation.
  • Work in a workshop, plant or underground environment with varying levels of light, space and safety risks.
  • Work in a team environment.

    Reference to legislative requirements cover a broad context, and may include Occupational, Health and Safety Act; Driven Machinery Act; Mine Health and Safety Act; The Maritime Occupational Safety Regulations, 1994.

    Safe control and storage, includes maintaining a record of usage, cleaning and general storage methods.

    The consequences of the unsafe use of mobile cranes, is discussed and explained.

    Terms and definitions used are consistent with generally accepted mechanical handling terminology.

    Communication techniques during lifting and moving the load, are explained in terms of generally accepted industry practice. 

    SPECIFIC OUTCOME 2 
    Plan and prepare to lift and move the load. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The planning and preparation of the lifting task is explained, in accordance with work instructions. 

    ASSESSMENT CRITERION 2 
    The mobile crane, lifting equipment and resources are correct for the task, available on site by the agreed time, and checked for serviceability in accordance with regulatory and worksite practices. 
    ASSESSMENT CRITERION RANGE 
    Resources include mechanical handling equipment, support materials, applicable documentation, personal protective equipment.
     

    ASSESSMENT CRITERION 3 
    Lifting space is cleared, potential obstructions are removed and personnel are notified, prior to the lifting task. 

    ASSESSMENT CRITERION 4 
    Pre-operational checks are carried out on lifting equipment and tackle, in accordance with work instructions. 

    SPECIFIC OUTCOME 3 
    Direct the mobile crane operation to lift and move the load. 
    OUTCOME NOTES 
    The learner is required to demonstrate competence in lifting, positioning and securing objects (structural steel, timber, pre-cast concrete or other similar materials), machinery and machine components which are commonly handled within a variety of industrial environments. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The mobile crane is used in accordance with manufacturer specifications and standard work-site practice. 

    ASSESSMENT CRITERION 2 
    Safety precautions are applied and adhered to, in accordance with legislation applicable to the use of the mobile cranes. 
    ASSESSMENT CRITERION RANGE 
    Safe working practices include but are not limited to:
  • Site access, communication and signalling methods, centre of gravity of load.

    Due care for the safety of personnel is taken into account.

    ASSESSMENT CRITERION 3 
    Personnel are allocated to specific positions in order to lift and move the load safely. 

    ASSESSMENT CRITERION 4 
    The load is inspected for damage and its end position conforms to work instructions as reflected on drawing or job requirement. 
    ASSESSMENT CRITERION NOTES 
    For the purpose of assessment, work instructions may consist of an assessment exercise which may include:
  • A work instruction or jobbing sheet.
  • And/or work drawings.
  • Permit conditions.

    UNIT STANDARD ASSESSOR CRITERIA 
    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessments at title level are unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, directness, authenticity, sufficiency, openness and consistency.

    As per the SAQA Board decision/s at that time, this unit standard was Reregistered in 2012; 2015. 

    UNIT STANDARD NOTES 
  • It must be noted that the learner is not expected to operate a mobile crane in order to be found competent in this unit standard.
  • Learners are expected to supervise a lifting task including a mobile crane, in order to lift and move the load.

    Recognition of Prior Learning:

    Credits may be obtained by applying to an accredited/approved training provider/institution in order to have prior learning recognised in lieu of past work experience. Past experience must relate to the specific outcomes contained within this unit standard. The ensuing assessment of candidates seeking recognition of prior learning should not be so onerous as to deter them from doing so.
