This unit standard allows the learner to facilitate and achieve community development outcomes through community recreation programmes.

People credited with this unit standard are able to:
  • Evaluate the principles and outcomes of community development using community recreation.
  • Facilitate the development of community recreation initiatives.
  • Design a community recreation initiative.
  • Monitor and evaluate the facilitation processes and outcomes of the initiatives.

    SPECIFIC OUTCOME 1 
    Evaluate the principles and outcomes of community development using community
    recreation. 
    OUTCOME RANGE 
    Principles - empowerment, consultation, group dynamics and development, skill development, expression, cultural understanding; outcomes - self-awareness, self-confidence and group strength, group organisation, participation and level of enjoyment, social benefits, completion of projects, political direction, on-going action, collective action, co-operation.

    ASSESSMENT CRITERION 1 
    The principles and outcomes of community development using community recreation as a tool are defined and explained. 

    ASSESSMENT CRITERION 2 
    Support and barriers to the community development approach are described using examples. 

    ASSESSMENT CRITERION 3 
    The evaluation generates strategies to maximise support and overcome barriers to a community development approach to community recreation provision. 
    ASSESSMENT CRITERION RANGE 
    Barriers - little political support, lack of information or guidance, lack of understanding of community development principles and philosophy, lack of resources, prolonged process, group conflict, cultural differences including language, politics of sport and recreation provision, lack of understanding of community recreation.

    Facilitate the development of community recreation initiatives.

    ASSESSMENT CRITERION 1 
    A community recreation initiative and its potential outcomes are described. 

    ASSESSMENT CRITERION 2 
    The processes used to facilitate community recreation initiatives are identified and evaluated in terms of achieving the identified outcomes. 
    ASSESSMENT CRITERION RANGE 
    Processes - cultural, social, economic and political processes; needs assessment; skill development; problem solving; group projects; development of leadership skills; negotiation and conflict resolution; budgeting.
     

    ASSESSMENT CRITERION 3 
    Processes are selected to ensure that the planned initiatives are appropriate to the community.

    Facilitate a community recreation initiative.

    ASSESSMENT CRITERION 1 
    The role and function of a community advocate or facilitator are described in terms of community recreation provision. 

    ASSESSMENT CRITERION 2 
    A knowledge base, networks, which impacts on community recreation, are developed and maintained with individuals and groups. 

    ASSESSMENT CRITERION 3 
    A community recreation initiative is initiated to meets identified community needs. 
    ASSESSMENT CRITERION RANGE 
    Needs may include - recreation opportunities, social opportunities, community identity and cohesion, increased self-esteem, overcoming barriers, political action, economic development, collective action, social/community cohesion, community self management, political action, retention, exploration and exchange of knowledge and skills.
     

    ASSESSMENT CRITERION 4 
    Support for implementing the community recreation initiative is obtained to meet the requirements of the community. 
    ASSESSMENT CRITERION RANGE 
    Support may include - communication, organisation, management, assistance with equipment, materials, resources, funding and facilities, increased and ongoing participation, empowerment of individuals and community.
     

    SPECIFIC OUTCOME 4 
    Monitor and evaluate the facilitation processes and outcomes of the initiatives.

    ASSESSMENT CRITERION 1 
    The monitoring and evaluation methods are selected and implemented which are appropriate to the needs of the community, the purpose of the evaluation, and the nature of the information sought. 
    ASSESSMENT CRITERION RANGE 
    Evaluation methods may include - participant feedback, focus groups, programme personnel review, assessment of outcome in relation to goals, group evaluation, community response.
     

    ASSESSMENT CRITERION 2 
    The facilitation processes are evaluated for their effectiveness. 

    ASSESSMENT CRITERION 3 
    Outcomes of the processes are evaluated against the stated objectives. 

    ASSESSMENT CRITERION 4 
    Areas for improvement are identified and documented, and recommendations are made based on evaluation results.
