PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners who are capable of monitoring and policing vehicle, driver and operator requirements with regard to the transportation of dangerous goods and substances. It will enable the learner to institute legal and preventative actions and thereby maintain safety on the roads. There has been a sharp rise in the use of road transportation for conveying dangerous goods and the competencies in this standard will help traffic officers to allay public concerns and fears regarding the safety of South African roads.

Learners credited with this standard will be able to:

  • Explain the administrative requirements pertaining to transportation of dangerous goods.
  • Apply the emergency response system in relation to dangerous goods.
  • Identify offences and take action against offenders.

    Explain the regulatory framework governing the transportation of dangerous goods by road. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An explanation is given of the necessity and importance of legislation and regulation regarding dangerous goods and substances transportation. 
    ASSESSMENT CRITERION RANGE 
    Legislation include but is not limited to the National Road Traffic Act.
     

    ASSESSMENT CRITERION 2 
    An explanation is given of the South African National Standards specifications and codes of practice that apply to dangerous goods transportation. 

    ASSESSMENT CRITERION 3 
    An explanation is given of the definitions and terminology applicable to the transportation of dangerous goods by road and how they are applied. 

    ASSESSMENT CRITERION 4 
    A description is given of legal procedures related to non-compliant vehicles that transport dangerous goods and/or substances. 
    ASSESSMENT CRITERION RANGE 
    Non-compliant vehicles includes but are not limited to overload, leakage and mechanical defects.
     

    SPECIFIC OUTCOME 2 
    Explain the administrative requirements pertaining to transportation of dangerous goods. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An explanation is given of the requirements that apply to drivers of vehicles conveying dangerous goods. 
    ASSESSMENT CRITERION RANGE 
    The explanation includes requirements besides those applicable to other drivers.
     

    ASSESSMENT CRITERION 2 
    An explanation is given of the requirements regarding dangerous goods as prescribed by South African National Standards codes. 
    ASSESSMENT CRITERION RANGE 
    Requirements include but are not limited to placards, marking/s, labelling and packaging.
     

    ASSESSMENT CRITERION 3 
    An explanation is given of the categories of multi-loads and their compatibility as per codes of practice. 
    ASSESSMENT CRITERION RANGE 
    The explanation must incorporate the correct use of the South African National Standards 'compatibility chart'.
     

    ASSESSMENT CRITERION 4 
    Exempt quantities are calculated in order to ensure compliance. 

    ASSESSMENT CRITERION 5 
    An explanation is given of the responsibilities of a consignor and consignee and any additional duties that pertain to operators of dangerous goods vehicles.

    A description is given of the various classes of dangerous goods.

    ASSESSMENT CRITERION 1 
    An explanation is given of the responsibilities of a first responder at the scene of a dangerous goods incident or accident. 

    ASSESSMENT CRITERION 2 
    The emergency response procedures are applied according to the emergency response handbook during a dangerous goods incident or accident. 

    ASSESSMENT CRITERION 3 
    The steps of incident management are applied during a dangerous goods incident or accident.

    Identify offences and take action against offenders.

    ASSESSMENT CRITERION 1 
    An explanation is given of the driver's duties en route in terms of codes of practice. 

    ASSESSMENT CRITERION 2 
    Dangerous load carrying vehicles are inspected and checked for compliance to regulations. 

    ASSESSMENT CRITERION 3 
    The offences are determined and action is taken against offenders using statutory references related to the transportation of dangerous goods by road. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA at its discretion.
