PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for rescue practitioners that will respond to heavy vehicle incidents in order to conduct and supervise vehicle rescues and extrication of victims. The learner will be provided with tactical competencies to deal with and supervise heavy vehicle rescue activities at an incident.

On completion of this unit standard learners will be able to:
  • Size-up a heavy vehicle incident.
  • Coordinate safety at the scene.
  • Control and manage the stabilization of the vehicle.
  • Perform a heavy vehicle rescue.
  • Command and supervise a heavy vehicle rescue incident.

    SPECIFIC OUTCOME 1 
    Size-up a heavy vehicle incident. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The scope and magnitude of the incident are determined through an analysis of the conditions on site. 
    ASSESSMENT CRITERION RANGE 
    Conditions include existing and potential conditions.
     

    ASSESSMENT CRITERION 2 
    Information relating to the incident is communicated to all role-players including victims in order to coordinate rescue efforts. 
    ASSESSMENT CRITERION RANGE 
    Information includes but is not limited to:
  • Number and status of victims, type(s) and stability of vehicle(s), accessibility, topography, hazards involved in specific incident, incident support operations, and required external resources, by-standers and environmental conditions.
     

  • ASSESSMENT CRITERION 3 
    A plan of action is devised that is appropriate for deploying resources and assigning duties to all responders. 

    ASSESSMENT CRITERION 4 
    The challenges and risks faced by rescuers at an incident are identified and analysed in terms of requirements to provide a safe rescue operation. 
    ASSESSMENT CRITERION RANGE 
    Challenges include but are not limited to access to the victim, stability of the vehicle, extrication, specialized equipment, topography, climatic conditions, number of victims and status of victims.
     

    SPECIFIC OUTCOME 2 
    Coordinate safety at the scene. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Zoning responsibilities are delegated to a responder to control access to the incident area. 

    ASSESSMENT CRITERION 2 
    Safety precautions are implemented that are appropriate for ensuring the safety of responders in a specific context. 
    ASSESSMENT CRITERION RANGE 
    Safety refers to but is not limited to personal protective clothing and equipment, protection of on scene personnel from vehicle, pedestrian and other risks, illumination of the working area, stability and exposed utilities.
     

    ASSESSMENT CRITERION 3 
    Appropriate techniques are used to prevent escalation of the incident in relation to stabilisation of the area and safety of victims from dangerous exposures. 
    ASSESSMENT CRITERION RANGE 
    Techniques include but are not limited to fire streams, foam blankets, damming, dyking and diverting.
     

    SPECIFIC OUTCOME 3 
    Perform a heavy vehicle rescue. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The equipment to perform heavy vehicle rescues is used in accordance with manufacturer's specifications and organizational procedures. 

    ASSESSMENT CRITERION 2 
    Limitations of specific rescue equipment are assessed and alternative equipment is identified that are better suited to the particular situation. 

    ASSESSMENT CRITERION 3 
    Heavy vehicle rescue equipment is tested and maintained in accordance with manufacturer's specifications. 

    ASSESSMENT CRITERION 4 
    Victims are extricated and removed from wreckage with minimal destruction to wreckage and injury to victims. 

    SPECIFIC OUTCOME 4 
    Command and supervise a heavy vehicle rescue incident.

    ASSESSMENT CRITERION 1 
    Supervisory skills are demonstrated that are appropriate to the situation and the Incident Management System. 

    ASSESSMENT CRITERION 2 
    A tactical plan is devised for a heavy vehicle rescue incident. 

    ASSESSMENT CRITERION 3 
    The plan is communicated to all relevant personnel and implemented in accordance with industry accepted protocols. 

    ASSESSMENT CRITERION 4 
    The plan is monitored and the results are documented in such a way as to be able to provide improvements on future actions.
