PURPOSE OF THE UNIT STANDARD 
The process of responding to animal welfare complaints comprises a substantial proportion of the workload of most animal protection inspectors. This unit standard addresses this requirement and learners accredited with it will be able to:
  • Obtain the necessary information.
  • Prioritize complaints.
  • Identify personnel and other resources required.
  • Deal with documentation requirements.
  • Evaluate the state of animals at the scene.
  • Decide on the importance and urgency of the situation.
  • Undertake the appropriate response.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The complainant is questioned according to the organizational complaint form and/or checklists. 

    ASSESSMENT CRITERION 2 
    The responses are clearly written to ensure legibility and appropriate subsequent action. 

    ASSESSMENT CRITERION 3 
    The notes are an accurate and detailed representation of the complaint. 

    SPECIFIC OUTCOME 2 
    Evaluate and prioritise the urgency of the complaint.

    ASSESSMENT CRITERION 1 
    A judgement is made as to whether the complaint requires immediate, urgent or deferred action. 
    ASSESSMENT CRITERION RANGE 
    Immediate action would be prompted by such events as road accidents, fires or any situation where animals are in need of immediate assistance.
     

    ASSESSMENT CRITERION 2 
    Consideration is given to other available resources. 

    ASSESSMENT CRITERION 3 
    Where more than one complaint requires a response, the complaints are prioritised according to relative urgency.

    Reference is made to existing disaster or other proactive plans to identify available resources. 

    ASSESSMENT CRITERION 2 
    Assistance may be sought from suitable personnel who are available within and outside the organisation. 
    ASSESSMENT CRITERION RANGE 
    Personnel may include colleagues, veterinarians, and those providing transportation and emergency services.
     

    ASSESSMENT CRITERION 3 
    Checklists or other pre-designed plans are used to select suitable equipment which is taken to the scene. 

    ASSESSMENT CRITERION 4 
    The complaint form and other documentation is assembled to take to the scene. 
    ASSESSMENT CRITERION RANGE 
    Other documentation includes warning and inspector report forms; checklists for various animal situations, Animal Protection Acts and Codes.

    Recognise and weigh the need for and take specific action at the scene. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An initial evaluation is made at the scene to determine if there is a need for any emergency action. 
    ASSESSMENT CRITERION RANGE 
    Emergency action includes dealing with an animal in danger, injured animals, fencing in animal escapees, diverting traffic, summoning extra personnel.
     

    ASSESSMENT CRITERION 2 
    The animals are observed and appropriate action undertaken in order of priority. 

    ASSESSMENT CRITERION 3 
    After addressing the animals' needs, witnesses are approached and, information obtained and noted. 

    ASSESSMENT CRITERION 4 
    Where available, the person responsible for the animals is requested to provide information. 

    ASSESSMENT CRITERION 5 
    Where appropriate, further information on the location and other factors is obtained.

  • Assessment of this unit standard should be contextual and practical.
  • Assessors and moderators must be registered with the relevant accredited ETQA.
  • Assessors should be in possession of a relevant qualification that is at least one level higher than the level of this unit standard or have at least 5 years relevant practical experience.
  • Training providers must be accredited by a relevant ETQA.
  • Assessment should include both formative and summative assessment.
