PURPOSE OF THE UNIT STANDARD 
This unit standard is for persons who are conducting broad consultation with interested parties and mobilising the beneficiary community to participate in housing development projects.

Learners credited with this unit standard are capable of:
  • Developing and maintaining own knowledge of laws/policies and their interpretation and application in housing development projects.
  • Identifying opportunities for greater community involvement and participation.
  • Liaising and coordinating with key stakeholders for housing development project.
  • Analysing and presenting results of consultation in according to organisational policies and procedures. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • Communication skills at NQF Level 4.

    The foundations of human rights and democracy in South Africa are discussed within the context of constitutional, legislative and organisational requirements and provisions.

    Laws/policies promoting community consultation in development projects are interpreted and applied in line with the requirements of organisation. 

    ASSESSMENT CRITERION 4 
    The extent of participation in community participation in housing development projects is established and evaluated in order to determine relevance and level of participation. 

    ASSESSMENT CRITERION 5 
    Community dynamics within the context of development is explained in order to determine the extent and type of participation.

    Identify opportunities for greater community involvement and participation.

    The need to identify opportunities available for consultation is explained in order to develop an action plan and resources needed for consultation.

    Methods of community consultation are identified and discussed in terms of their advantages and disadvantages.

    Liaise and coordinate with key stakeholders for housing development project.

    Consultation and communication methods/strategies are applied in order to encourage greater community involvement and participation in decision-making for housing development projects. 

    ASSESSMENT CRITERION 2 
    Liaison between key stakeholders is conducted in order to facilitate and coordinate consultation events within the necessary timescales and allocated budget. 

    ASSESSMENT CRITERION 3 
    The importance of briefing parties to be involved in the consultation process is explained in order to promote the value of consultation. 

    ASSESSMENT CRITERION 4 
    Role-players involved in decision-making in respect of housing development are identified and explained in terms of their roles and responsibilities.

    Analyse and present results of consultation in according to organisational policies and procedures.

    ASSESSMENT CRITERION 1 
    The needs identification process is applied within the context of identifying key needs and issues within the local community for prioritisation and recording purposes. 

    ASSESSMENT CRITERION 2 
    Feedback relating to identified needs and issues is checked and confirmed with key stakeholders to ensure accuracy of information recorded. 

    ASSESSMENT CRITERION 3 
    Results of the consultation are analysed within the context of the perspectives and interests of participating interested parties. 

    ASSESSMENT CRITERION 4 
    The analysis of the results is carried out within the required timescales and allocated budget for decision-making purposes.

    Records of the results and raw data are kept for future reference purposes in accordance with work policies and procedures.

    Appropriate levels of confidentiality are maintained throughout the consultation, analysis and presenting of results in accordance with work policies and procedures.

    The results of consultation are presented to decision-makers in order to inform decisions relating to housing conceptualisation and development processes. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA or HEQC.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA or HEQC.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or HEQC according to the ETQA`s or HEQC policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA or HEQC policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    Integrated Assessment:

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
