PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners working within a social housing environment who have middle and senior management responsibilities in social housing practices, where the acquisition of competence against this will add value to one's job and capabilities and an insight into social housing system used in national and international contexts.

The qualifying learner is capable of:
  • Demonstrating an understanding of the concept of social housing from national and international perspectives.
  • Identifying and analysing the legislative framework for social housing in South Africa.

    Social housing policy and practices are evaluated and explained in relation to different housing tenure options and delivery mechanisms for social housing in South Africa.

    Delivery mechanisms include different housing subsidy schemes (e.g. institutional, consolidation, project-linked, developer driven, etc.) and delivery programmes (e.g. hostel redevelopment, social housing, people housing process, etc.).

    The enabling legislative framework related to housing is analysed within context of creating a sustainable social housing practice in South Africa.

    Legislative framework includes but not limited to the constitution, housing policies and legislation.
     

    ASSESSMENT CRITERION 2 
    The purpose and strategic intent of the social housing legislative framework is evaluated and explained in terms of creating sustainable human settlements in South Africa. 

    ASSESSMENT CRITERION 3 
    Implementation mechanisms and supporting resources for social housing provided for in the legislation are analysed and evaluated against social intent. 
    ASSESSMENT CRITERION RANGE 
    Implementation mechanisms and supporting resources include but are not limited to the spheres of government, social housing institutions, funding, physical infrastructure.

    Review the guiding principles and structure of a social housing institution.

    ASSESSMENT CRITERION 1 
    The guiding principles related to approach, product and institution in social housing are identified and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Approach refers to long-term commitment, meaningful stakeholder participation and individual responsibility. Product refers to residential accommodation, tenure option, subsidised affordable housing and suitable location. Institution refers to legal status, guaranteed tenant`s/member`s legal rights, sustainability (financially and institutional).

    Models for social housing institutions are analysed and evaluated against the social purpose and strategic intent of social housing.

    The governance structure of all the legally allowed social housing institutions in South Africa is described and evaluated against the guiding principles.

    Governance structure includes but not limited to powers and responsibilities of role-players, levels of beneficiary participation and management structure.

    Various processes for social housing are identified and evaluated in relation to the implementation of successful social housing practicce.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA or HEQC.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA or HEQC.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or HEQC according to the ETQA or HEQC's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA or HEQC policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
