PURPOSE OF THE UNIT STANDARD 
All equine care givers need the ability to evaluate the physiological and mental condition of the horses in their care. Irrespective of what position they hold, all role-players involved in the care and management of horses can be held accountable for the welfare of a horse, even by merely observing cruelty without reacting.

The learner must have the ability to recognise possible cruelty offences and take appropriate action to ensure horses are protected according to government, provincial and municipal legislation as well as agreed codes of practice.

The qualifying learner will be capable of:
  • Evaluate the wellbeing of a horse.
  • Determine when horses may be in need of assistance.
  • Report abuse and neglect.

    SPECIFIC OUTCOME 1 
    Evaluate the wellbeing of a horse. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Stable or Shelter conditions are evaluated in accordance with humane, industry practices. 

    ASSESSMENT CRITERION 2 
    The behaviour of the horse is evaluated to determine mental wellbeing in accordance with humane, industry practices. 

    ASSESSMENT CRITERION 3 
    The physiological condition of the horse is determined according to internationally accepted weight-scoring techniques. 

    ASSESSMENT CRITERION 4 
    The state of the horse is evaluated in relation to the "5 Freedoms". 

    SPECIFIC OUTCOME 2 
    Determine when horses may be in need of assistance.

    Abuse and neglect is differentiated in given scenarios. 

    ASSESSMENT CRITERION 2 
    Visible evidence of abuse and neglect for a given situation are evaluated in terms of potential causes and possible solutions.

  • Disease, parasites, injury and distress.

    Steps to be taken when abandonment is identified are described in terms of organizational procedures and legislative requirements.

    Unacceptable methods and equipment used to train horses are described in terms of organizational procedures and legislative requirements. 

    ASSESSMENT CRITERION 5 
    Unacceptable circumstances of working horses are described according to legislative requirements.

    ASSESSMENT CRITERION 1 
    The provisions of legislation pertaining to animal welfare are explained in terms of animal rights and the reporting of abuse of these rights. 
    ASSESSMENT CRITERION RANGE 
    Legislation includes, but is not limited to:
  • Animal Protection Act, Animal improvement Act, Animal identification Act and Animal diseases Act.

    ASSESSMENT CRITERION 2 
    The circumstances under which the animal's welfare was compromised are factually recorded in a generally accepted format. 

    ASSESSMENT CRITERION 3 
    The role-players in the prosecution process are named and the correct process for reporting is explained in relation to cases of cruelty and neglect. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the Unit Standard.
