PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners across a multitude of sectors, but was specifically developed for the Public Relations sector. The learner credited with this Unit Standard is able to explain the organisational need for public affairs and the differences between national, provincial and local government in relation to the implementation of public affairs programmes. Learners will also have an understanding of how to use and select various techniques in public affairs to achieve the aims of the public affairs programmes and the medium and/or combinations of media that will be used to reach the internal and external target audiences.

Learners credited with this unit standard will be able to:

  • Describe the nature and techniques of public affairs.
  • Describe the governmental structures relating to public affairs.

    The various types of government relations programmes are discussed in relation to citizen participation and regulatory programmes.

    The public affairs policy of the organisation is analysed for adherence to the social investment programme.

    The different types of public affairs programmes practised are analysed from a given range.

    A description is given of the various techniques used in public affairs to select public affairs programmes.

    The various techniques may include but are not limited to issue management, community relations, coalition building and lobbying.

    A description is given of the structures within the South African Government in terms of the formulation of public affairs strategy.

    A description is given of the legislative and executive authorities in terms of the formulation of public affairs strategy.

    A description is given of the differences between national, provincial and local government in terms of the implementation of public affairs programmes.

    A description is given of the communication structures in government in relation to the implementation of a public affairs programmes. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
