PURPOSE OF THE UNIT STANDARD 
This unit standard is for people who are required to keep watch in an engine room of a vessel. A candidate who has achieved the outcomes of this unit standard will be useful to the South African Navy and the merchant navy in that they will be able to:
  • Identify fire hazards.
  • Identify precautions against flooding.
  • Conduct safe engineering practices.
  • React to emergencies.

  • UNIT STANDARD RANGE 
    The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) codes and South African Maritime Safety Authority (SAMSA). 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Identify fire hazards. 
    OUTCOME RANGE 
    Fire hazards include those in an engine room on board a given vessel, but are not limited to engine room hazards. Fire hazards include all hazards on board the vessel. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Common causes of fire in different compartments on board the vessel are described in terms of the risk and methods to reduce the risk. 

    ASSESSMENT CRITERION 2 
    Fire hazards are identified and actions in line with organisational policies are taken to correct the situation. 
    ASSESSMENT CRITERION RANGE 
    Fire hazards include oily rags, oily water, smoking, oil leaks, and fuel spillage.
     

    ASSESSMENT CRITERION 3 
    Relevant safety precautions are taken before dealing with potentially flammable situations in accordance with organisational policies. 

    ASSESSMENT CRITERION 4 
    Consequences of not correctly dealing with a potentially flammable situation are described in terms of possible damage to equipment and safety to personnel. 

    ASSESSMENT CRITERION 5 
    Procedures for reporting potential fire hazards are explained in accordance with organisational policies. 

    SPECIFIC OUTCOME 2 
    Identify and use precautions against flooding. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Common causes of flooding are described in terms of the risk and methods to reduce the risk. 

    ASSESSMENT CRITERION 2 
    Flooding hazards are identified and actions appropriate to the situation, and in line with organisational policies and procedures are taken to correct the situation. 
    ASSESSMENT CRITERION RANGE 
    Flooding hazards include burst pipes, leaking equipment, leaking sea chest, malfunctioning pumps.
     

    ASSESSMENT CRITERION 3 
    Maximum allowable water levels are identified and procedures for reporting when these levels are approached are described in accordance with organisational requirements. 

    ASSESSMENT CRITERION 4 
    Consequences of not reporting water levels are described in terms of potential damage to equipment and traceability of events. 

    SPECIFIC OUTCOME 3 
    Conduct safe engineering practices to reduce the risk of fire and flood. 
    OUTCOME RANGE 
    In an engine room on board a given vessel. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Safe and unsafe engineering practices are identified and explained for engine rooms on board a ship. 

    ASSESSMENT CRITERION 2 
    Strainers are kept clean to ensure no blockages of bilge pumps. 

    ASSESSMENT CRITERION 3 
    All equipment and machinery is operated within their design parameters. 

    ASSESSMENT CRITERION 4 
    Equipment and machinery is monitored to ensure that they remain within their operating design parameters. 

    ASSESSMENT CRITERION 5 
    Consequences of operating equipment and machinery outside of their operating design parameters are explained in terms of potential damage to equipment and safety to personnel. 

    ASSESSMENT CRITERION 6 
    Housekeeping practices are employed in compliance with the requirements of the Occupational Health and Safety Act and shipboard regulations.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Fire fighting equipment is operated and alarms are activated and/or dealt with in accordance with manufacturer specifications and SAN/merchant navy procedures. 

    ASSESSMENT CRITERION 2 
    Flood prevention equipment is operated and alarms are activated and/or dealt with in accordance with manufacturer specifications and SAN/merchant navy procedures. 

    ASSESSMENT CRITERION 3 
    The nature and stocks of compartments in engine rooms and their neighbouring compartments are described. 

    ASSESSMENT CRITERION 4 
    Methods of entering and isolating compartments are demonstrated in accordance with organisational requirements and ship manufacturer specifications. 

    ASSESSMENT CRITERION 5 
    Machinery and equipment affected by, used to combat, or causing the emergency are started and/or shut down as required in accordance with naval emergency procedures. 

    ASSESSMENT CRITERION 6 
    Damage reports are communicated to relevant personnel within agreed time frames. 

    ASSESSMENT CRITERION 7 
    Consequences of not communicating damages timeously are explained in terms of the possible effect on personnel wellbeing and safety of the ship. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.

  • Every candidate for the issue of a certificate of competency as deck or engineer officer must be assessed at one or more of the following levels:
    > Level 1; this assessment is carried out during qualifying service on a ship and involves the practical demonstration that the required level of competency has been reached or during training at an accredited institution, and must be carried out aboard ship by one or more designated ship's officers and ashore by one or more assessors.
    > Level 2; this assessment is carried out during qualifying service on a ship or during training at an accredited training institution, and must be carried out by an assessor.
    > Level 3; this assessment is carried out by an examiner and an assessor when a candidate presents himself or herself for oral examination.
  • All units of competency that are to be assessed at level 1 or 2 must be indicated in the training record book issued to the candidate.
  • Only an assessor may sign off a unit of competency in the candidate's training record book when the candidate is considered to be ready for the next level of assessment (if any) and has successfully demonstrated competency in the unit as specified in the Code for South African Maritime Qualifications (the Code).
