PURPOSE OF THE UNIT STANDARD 
As the management of accident risk is a long term strategy, it requires corporate support. The skills, values and knowledge reflected in this unit standard are required by people in the field of law, military Science and Security.

The learning outcomes in this unit standard also contribute to the exit level outcomes required for various training and management qualifications.

Qualifying learners can demonstrate an understanding of a range of oral and written communication techniques. They are able to effectively use these techniques as required during the course of their work in a supervisory and/or senior technical capacity in an organisation.

After completion of the unit standard learners will be able to:
  • Apply communication skills and the role of the road safety officer in the community.
  • Apply an appropriate theoretical framework for a community driven approach to a road safety project.
  • Explain the importance of key stakeholders in a road safety community project.

    It is assumed that learners are competent in:
  • Communication at NQF Level 4.
  • Exploring theories of community development used to engage communities at NQF Level 4.
  • Demonstrating an understanding of the process of community development at NQF Level 4.

    UNIT STANDARD RANGE 
    For the purposes of this unit standard, the learner is required to use a range of advanced written and oral communication techniques and developing innovative and creative thinking required when working in a road safety management environment.

    Apply communication skills and the role of the road safety officer in the community.

    The role of the Road safety officer in the community is explained in accordance with their mandated goals and objectives.

    Changing perspectives in community development are described in accordance with projects derived from their goals and objectives. 

    ASSESSMENT CRITERION 3 
    The needs and description of the community are identified and recorded in accordance with standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
    The needs include but are not limited to the geographic features, history, demographics, political environment, social climate, economic situation, cultural environment.
     

    ASSESSMENT CRITERION 4 
    The various approaches and methods to road safety are identified and analysed in accordance with standard research methods. 

    SPECIFIC OUTCOME 2 
    Apply an appropriate theoretical framework for a community driven approach to a road safety project.

    The self-reliant participatory development processes within community development is applied in accordance with the goals and objectives of the project.

    The development processes include but are not limited to human, social, economic and political development.

    The principles underpinning community development are explained to inform a project. 

    ASSESSMENT CRITERION 3 
    The value of the selected theory is explained in terms of and how it informs and influences the project. 

    SPECIFIC OUTCOME 3 
    Explain the importance of key stakeholders in a road safety community project. 
    OUTCOME RANGE 
    Key stakeholders include but are not limited to government, non-government, community based organisations, private enterprise and the community.

    ASSESSMENT CRITERION 1 
    Roles and responsibilities are clarified for all key stakeholders and role-players involved in a selected project. 

    ASSESSMENT CRITERION 2 
    The value of an integrated approach is discussed to streamline the completing of the project. 

    ASSESSMENT CRITERION 3 
    The progress of the project is monitored in accordance to the goals and objectives of the project plan. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • The assessment will be governed by the policies and guidelines of the LGSETA Education and Training Quality Assurer (ETQA) who has jurisdiction over this field of learning.
  • The assessor will (at the very least) be accredited and have a technical qualification in this learning area.
  • The learner can be assessed in the language of his/her choice although if s/he has to report incidents or conditions to someone else, s/he will be assessed on his/her ability to report in the language commonly used in the working environment.
  • The learner will be assessed in the workplace or by simulation, but can submit documents, projects, test results and assignments that are not produced in the workplace or by the Recognition of Prior Learning process.
