This unit standard does not replace any other unit standard and is not replaced by any other unit standard. 

PURPOSE OF THE UNIT STANDARD 
A learner accredited with this standard will be able to operate lift trucks for the safe and efficient movement and stacking of freight in a variety of work environments, and take basic care of the equipment in compliance with lift truck manufacturers` and legislated standards. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • NQF 1 or General Education and Training Certificate;
  • `Occupational Health, Safety and General Housekeeping`;
  • `Taking basic care of Freight Handling Machinery`;

    It is preferable that the driver be declared physically fit and have completed an eyesight test (such as the Orthorator test, the Purdue University Test No. 3, etc.) and an industry recognised depth perception and hand-eye co-ordination test. 

  • UNIT STANDARD RANGE 
    The applied competence expressed in this standard may be demonstrated across a range of lifting trucks (capacity, functionality) involved in familiar operational functions in any industry context, and in any environmental conditions. The learner has significant responsibility for efficiency (safety and quantity) of practice where limited discretion and judgement are required for solving largely familiar problems.

    The certificate of competence issued must indicate the equipment, its rated capacity and the attachments in terms of which the learner has demonstrated competence. 

    Specific Outcomes and Assessment Criteria:

    Identify and classify freight. 
    OUTCOME NOTES 
    Identify and classify freight taking into account documentation, packaging and labelling associated with the specific freight.

    The various freight packaging labels are identified and their meaning explained. 

    ASSESSMENT CRITERION 2 
    The nine dangerous goods symbols are identified and a brief explanation is given of the action of each type. 

    ASSESSMENT CRITERION 3 
    The need for labelling on all types of freight is explained. 
    ASSESSMENT CRITERION RANGE 
    Range of need includes but is not limited to: Type of freight, class, weight, point of origin, intended destination.
     

    ASSESSMENT CRITERION 4 
    The importance of the need for demarcation of dangerous goods and the specific handling thereof, is explained. 

    SPECIFIC OUTCOME 2 
    Handle, load and store freight. 
    OUTCOME NOTES 
    Handle, load and store freight in accordance with laid down standards, environmental requirements, and with due consideration to inter alia the commodities and their properties, storage area, placement of load. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The different kinds of lift trucks are describe and their purposes explained. 

    ASSESSMENT CRITERION 2 
    The concept and importance of a balanced and stable load is explained and the correct loading and unloading of a truck is demonstrated and explained. 

    ASSESSMENT CRITERION 3 
    The safe operation of a lift truck, and manoeuvring between obstacles with and without a full load is demonstrated. 

    ASSESSMENT CRITERION 4 
    The stacking of loads and the safety aspects involved in stacking are explained. 

    ASSESSMENT CRITERION 5 
    The stacking and de-stacking procedures are demonstrated. 

    ASSESSMENT CRITERION 6 
    Loads are consistently moved safely and with minimum danger to those in the area. 

    SPECIFIC OUTCOME 3 
    Achieve maximum work performance of lifting equipment and attachments. 
    OUTCOME NOTES 
    Achieve maximum work performance of lifting equipment and attachments, by applying knowledge of equipment dimensions, controls and capacities, manufacturing specifications and circumstances in the working environment. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The principle of "the centre of gravity" of a lift truck and its capacity are explained in terms of the quantity that can be moved and how it should be loaded. 

    ASSESSMENT CRITERION 2 
    The various lift truck attachments and their functions are explained. 

    ASSESSMENT CRITERION 3 
    The correct lifting equipment is selected for the intended load. 

    ASSESSMENT CRITERION 4 
    Lifting equipment is checked to see that it is regularly serviced according to manufacturers' specifications to ensure maximum efficiency and period of usefulness. 

    SPECIFIC OUTCOME 4 
    Operate equipment in accordance with organisational and legislative standards and procedures. 
    OUTCOME NOTES 
    Operate equipment in accordance with laid down organisational and legislative standards and procedures as well as manufacturer's guidelines. "Operating" includes the actual pre-check and operational checks, operating, shutting down and parking of the lift truck. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Equipment is given a pre-start check to ensure efficient working order. 

    ASSESSMENT CRITERION 2 
    All safety requirements are consistently observed before, during and after operation. 

    ASSESSMENT CRITERION 3 
    The maintenance requirements of the batteries are explained. 

    ASSESSMENT CRITERION 4 
    Oil checking and refuelling procedures are correctly and consistently carried out. 

    ASSESSMENT CRITERION 5 
    All equipment is shut down according to manufacturers' specifications on completion of period of usage. 

    ASSESSMENT CRITERION 6 
    All equipment is parked or stored according to manufacturers' specifications and/or standard operating procedures when not in use. 

    ASSESSMENT CRITERION 7 
    The Regulations of the current occupation, health and safety legislation pertaining to driven machinery are explained. 

    SPECIFIC OUTCOME 5 
    Access available support systems and emergency services in case of incidents and accidents. 
    OUTCOME RANGE 
    Range of incidents and accidents includes, but is not limited to: Lifting truck toppling, loads being lost, fire, dangerous substance spillage, injury. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The emergency alarm is immediately sounded in cases of incidents and/or accidents. 

    ASSESSMENT CRITERION 2 
    Equipment is shut down according to manufacturers' specifications and/or standard operating procedures pertaining to emergency situations. 

    ASSESSMENT CRITERION 3 
    Assistance is immediately sought and the situation is managed according to organisational and/or standard operating procedures. 

    ASSESSMENT CRITERION 4 
    Actions to be taken in cases of dangerous substance spillage are explained. 

    ASSESSMENT CRITERION 5 
    A report of the incident or accident is written and submitted according to standard operating procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    1. Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.

    2. Any institution offering learning that will enable achievement of this unit standard must be accredited by the Freight Handling Chamber of the Transport SETA and/or relevant ETQA.

    3. Moderation of assessment will be done by the relevant ETQA at its discretion. 

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The learner can understand, explain and apply:

    1. Act 85 of 1993; international standards; hand and bat signals pertaining to the safe operation of lifting equipment; environment; operating method; packaging, labelling, and personal protective equipment.

    2. Road Traffic ordinances where public roads are used.

    3. The relevant attachments applicable to handling various categories of freight.

    4. Basic mechanical appreciation.

    5. Equipment dimensions/capacity and controls in relation to safety and maximum work performance.

    6. Product handling and storage principles and specifications (e.g. safe working loads of equipment, storage of cages and pallets).

    7. Available support systems and emergency care services. 


    Critical Cross-field Outcomes (CCFO): 

    UNIT STANDARD CCFO IDENTIFYING 
    Identify and solve problems in the case of damaged packaging/labelling.

    Identify and solve problems in selecting most appropriate method of damage control in the event of an accident or incident. 

    UNIT STANDARD CCFO ORGANISING 
    Manage and organise oneself by continually evaluating whether maximum work performance of lifting equipment was achieved given the operating conditions (where the working environment and equipment does not comply with laid down standards) and based on this, take appropriate action in order to gain consistently improved work performance.
