PURPOSE AND RATIONALE OF THE QUALIFICATION 
Recipients of this qualification are able to perform winding engine driving operations in the mining industry.

Rationale

The Mining Industry requires the transportation of men, material and rock to and from the underground workings of a mine. This qualification makes it possible for individuals to carry out such transport activities using winding engines.

The unit standards provide the details of the ranges within which the candidate are required to perform. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is assumed that candidates embarking on learning towards this qualification are in possession of a relevant GETC or equivalent, which includes the required fundamental component applicable for winding operations

Recognition of prior learning

This qualification can be achieved wholly, or in part, through recognition of prior learning in terms of the criteria laid out in "Exit level outcomes and rules of combination".

Evidence can be presented in a variety of forms, including previous internal or local qualifications, reports, testimonials mentioning functions performed and application of relevant competencies, work records, portfolios, performance records and videos of practice.

All such evidence should be judged according to the general principles of assessment described in the note to assessors in "Qualification Notes", and with emphasis on currency of evidence.

QUALIFICATION RULES 
Fundamental:
  • Candidates must achieve compulsory 36 fundamental credits.

    Core:
  • Candidates must achieve compulsory 107 core credits.

    Elective:
  • Candidates must achieve at least 13 credits of their choice from any of the available elective credits. 

  • EXIT LEVEL OUTCOMES 
    Candidates for a National Certificate in winding engine driving operations (Mining Industry) - Level 3 must achieve the credits as per the following summary. The relevant unit standards are attached to this qualification.

    Fundamental

    A minimum of 36 credits as listed must be achieved in order to get the full qualification.

    Core
  • All candidates must achieve the generic unit standards under Annexure B, which apply to all types of operations.
  • Candidates requiring the skills for Direct Current winders must achieve the unit standards.
  • Candidates requiring the skills for Alternating Current winders must achieve the unit standards.

    Elective

    Candidates must choose any combination of unit standards to obtain a minimum of 20 credits.

    Critical cross field outcomes

    This qualification addresses the following critical cross-field outcomes, as detailed in each unit standard comprising this qualification:

    1. Identifying and solving problems in which responses display that responsible decisions using critical and creative thinking have been made.
    2. Working effectively with others as a member of a team, group, organisation, or community.
    3. Organising and managing oneself and one`s activities responsibly and effectively.
    4. Collecting, analysing, organising and critically evaluating information.
    5. Communicating effectively using visual, mathematical and/or language skills in the modes or oral and/or written persuasion.
    6. Using science and technology effectively and critically, showing responsibility towards the environment and health of others.
    7. Demonstrating an understanding of the world as a set of related systems by recognising that problem-solving contexts do not exist in isolation.

    Learning programmes directed towards this qualification will also contribute to the full personal development of each learner and the social and economic development to the society at large, by making individuals aware of the importance of:
  • Reflecting on and exploring a variety of strategies to learn more effectively.
  • Participating as responsible citizens in the life of local, national and global communities.
  • Being culturally and aesthetically sensitive across a range of social contexts.

  • ASSOCIATED ASSESSMENT CRITERIA 
    Principles of Assessment
  • Appropriate: The method of assessment is suited to the performance being assessed.
  • Fair: The method of assessment does not present any barriers to achievements, which are not related to the evidence
  • Manageable: The methods used make for easily arranged cost effective assessments that do not unduly interfere with learning.
  • Integration into work of learning: Evidence collection is integrated into the work or learning process where this is appropriate and feasible.
  • Valid: The assessment focuses on the requirements laid down in the Unit Standard, i.e. the assessment is fit for purpose.
  • Direct: The activities in the assessment mirror the conditions of actual performance as closely as possible.
  • Authentic: The assessor is satisfied that the work (evidence) being assessed is attributable to the person being assessed.
  • Sufficient: The evidence gathered establishes that all criteria have been met and that performance to the required standard can be repeated consistently.
  • Systematic: Planning and recording is sufficiently rigorous to ensure that assessment is fair.
  • Open: Learners can contribute planning and accumulation of evidence. Assessment candidates understand the assessment process and criteria that apply.
  • Consistent: The same assessor would make the same judgement again in similar circumstances. The judgement made is similar to the judgement that would be made by other assessors.

    Integrated assessment

    For award of the qualification, a candidate must achieve each unit standard as per "Exit level outcomes and rules of combination".

    In addition, candidates must demonstrate the ability to engage in the operations selected in an integrative way, dealing with divergent and "random" demands related to these work operations, effectively. Evidence is required that the candidate is able to achieve the purpose of the qualification as a whole at the time of the award of the qualification. 

  • INTERNATIONAL COMPARABILITY 
    The qualification is comparable to the winding engine driving in the following countries:
  • Australia
  • Canada
  • South Africa
  • Zimbabwe

    The major differences are in the law applicable to each of these countries. 

  • ARTICULATION OPTIONS 
    The skills programme for on setting serves as base for further development in this field, however the Winding Engine Driving Certificate does not serve as a basis for any further development. 

    MODERATION OPTIONS 
    Internal moderation of assessment must take place at the point of assessment with external moderation provided by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures. 

    CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    Assessors should keep the following general principles in mind when designing and conducting assessments:
  • Focus the initial assessment activities on gathering evidence in terms of main outcomes expressed in the titles of the unit standards to ensure assessment is integrated rather than fragmented. The declaring of the person competent in terms of the qualification purpose is paramount. Where assessments at across titles or at title level is unmanageable, then assessment should focus around each outcome, or groups of outcomes. Special note should be taken of the need for integrated assessment.
  • Evidence must be gathered across the entire range, wherever it applies. Assessment should be against activities, as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the candidate is able to perform in the real situation.
  • All assessments should be conducted in line with the following principles of assessment:

    1. Providers offering learning towards achievement of any of the unit standards that make up this qualification must be accredited through the relevant ETQA by SAQA.

    2. Assessors registered with the relevant ETQA must carry out the assessment of candidates for any of the unit standards that make up this qualification.
