PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people employed in the public sector. People credited with this Unit Standard are able to apply ethical standards to their own work roles and to identify breaches of ethical standards in the workplace.

Learners will be able to:
  • Explain the core ethical values and standards which apply to the public sector.
  • Outline ethical values and standards contained in legislation and codes which have relevance to the conduct of employees in the public sector.
  • Describe areas of ethical conflict for public sector employees .
  • Explain the importance of ethical values and standards in relation to the public sector.

    1. The areas of ethical conflict between personal and public interests are identified and explained with examples.

  • secondary employment/ moonlighting,
  • post employment obligations,

    2. The possible areas of ethical conflict between duty to government of the day and duty to public interest are identified and explained with examples.

    ASSESSMENT CRITERION 1 
    1. Two case studies reported in the public arena that illustrate the importance of ethical values and standards within the public sector are identified and an explanation given of the issues involved. 

    ASSESSMENT CRITERION 2 
    2. The importance of ethical values and standards within the candidate`s own organisation and role within that organisation are identified and explained with examples. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor.
  • Assessors must be registered as an Assessor with the relevant ETQA.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Agreement with the relevant ETQA.
  • Training providers must be accredited by the relevant ETQA.

    Moderation should include both internal and external moderation where applicable.
