PURPOSE OF THE UNIT STANDARD 
This Unit Standard is useful for learners who will be working within a Public Sector, Local Government, commercial or community environment, and will fulfill a leadership role as part of their job. This Unit Standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Analysing the concept and principles of knowledge management within a local government leadership context.
  • Analysing and storing information using a knowledge management system.
  • Presenting and communicating information as part of a knowledge management network.
  • Applying knowledge management principles, techniques and tools into leadership service delivery.

    The relationship between intellectual capital and knowledge management is discussed with examples.

    The principles, techniques and foundations of knowledge management are explained and discussed with examples relating to leadership contexts.

    ASSESSMENT CRITERION RANGE 
    Knowledge Management applications include but are not limited to community needs analyses, establishing networking links for effective service delivery, defining levels of authority and roleplayers that may contribute to the success of local government leadership projects, community statistics for decision-making relating to community profiles, best practice benchmarks for monitoring and review processes, resource accessibility and availability, skills and knowledge transfer to enhance service delivery, minimising the duplication of effort across different departments and spheres of government, a recording of issues pertaining to service delivery and how problems were addressed.

    Knowledge management systems for gathering, analysing and storing information are identified and utilised in own work context.

    Received information is analysed against the identified knowledge categories.

    Outcomes of the analysis are consolidated in a report and captured using categories in the knowledge management system.

    Champions of knowledge management are identified and discussed in order to maximize service delivery.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
