PURPOSE OF THE UNIT STANDARD 
This Unit Standard will be useful to learners who are be working within a Public Sector, Local Government, commercial or community environment, and will fulfill a leadership role as part of their job. This Unit Standard will also add value to public officials who are seeking to develop a career pathway towards an accomplished integrated development planner or public sector management and administration specialist.

The qualifying learner is capable of:
  • Describing a specific sector in relation to provincial and national government with regard to the leader's role.
  • Analysing the legislative framework impacting on leadership in a specific sector.
  • Applying creative problem-solving techniques to resolve sector policy issues.
  • Differentiating between the roles of the leader and the official in policy development and implementation.

    The functioning of the three spheres of government are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    The three spheres of government include the national, provincial and local government.
     

    ASSESSMENT CRITERION 2 
    The levels of interaction within the different spheres of government and the cooperation for service delivery are explained with examples. 

    ASSESSMENT CRITERION 3 
    The tools and processes that a specific sector uses to design and implement policies and by-laws are identified and described with examples. 
    ASSESSMENT CRITERION RANGE 
    Tools and processes include but are not limited to the acts, regulations and council structures.
     

    ASSESSMENT CRITERION 4 
    The leader's role within a specific sector is compared to the role of a leader in provincial and national government and differences in the contexts are identified and explained with examples.

    The roles to be compared includes but are not limited to being a visionary, motivating self and others, creating synergies, facilitating a developmental environment, being an innovator, being creative.

    The leader's function within a specific sector is compared to the function of a leader in provincial and national government and differences in the contexts are identified and explained with examples.

    The functions to be compared include but are not limited to leadership in the context of workplace, community, political affiliation.

    Analyse the legislative framework impacting on a specific sector.

    ASSESSMENT CRITERION 1 
    The legislative framework governing a specific sector is identified and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    The legislative framework includes the constitution, bills, acts, regulations, by-laws, policies, structures, systems and IGR Acts.
     

    ASSESSMENT CRITERION 2 
    The implications of the legislation impacting on leadership in a specific sector is explained with case studies. 
    ASSESSMENT CRITERION RANGE 
    Case studies can relate to the constitution, bills, acts, regulations, by-laws and/or policies.
     

    ASSESSMENT CRITERION 3 
    The role of the leader in the development of policies is outlined and explained in relation to a specific sector. 

    ASSESSMENT CRITERION 4 
    The principles underlying corporate governance are identified and explained in relation to leadership in a specific sector.

    Corporate governance within the local government legislative framework includes matters of transparency, accountability, responsibility, authority, roles and functions.

    Apply creative problem-solving techniques to resolve sector policy issues.

    ASSESSMENT CRITERION 1 
    Potential policy issues that may give rise to conflict are identified with examples. 
    ASSESSMENT CRITERION RANGE 
    Policy issues are identified via consultation with various interest groups. At least two issues are analysed.
     

    ASSESSMENT CRITERION 2 
    Methods for addressing the potential policy issues from a leadership perspective are defined in a proactive and professional manner. 

    ASSESSMENT CRITERION 3 
    Communication strategies used to communicate possible resolution to policy issues are identified and utilised to ensure transparent consultations with various interest groups. 

    ASSESSMENT CRITERION 4 
    Policy problems are identified and resolved in a way that results in achieving desirable outcomes. 
    ASSESSMENT CRITERION RANGE 
    Desirable outcomes include but are not limited to satisfied interest groups, reduced conflict. Evidence to show that desirable outcome is achieved includes agreements, reports, policy improvement plan.

    Differentiate between the roles of the leader and the official in policy development and implementation.

    The functions and responsibilities of all roleplayers in the design and implementation of policies and by-laws are identified and described within a specific context. 

    ASSESSMENT CRITERION 2 
    The processes for policy development and implementation are differentiated and the leaders role in these processes are outlined with examples. 

    ASSESSMENT CRITERION 3 
    Best practice case studies for ensuring sustainable local government policy implementation are examined and applied to own leadership context. 

    ASSESSMENT CRITERION 4 
    A proactive plan is developed to ensure sustainable management of policy development, implementation and evaluation.
