PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners who do not necessarily have formal training in monitoring and evaluation and who need to be able to apply knowledge of monitoring and evaluation in an authentic situation. It will be useful for learners in the Public Sector including, but not limited to; Monitoring and Evaluation Specialists, Monitoring and Evaluation Practitioners, Unit Heads and External Evaluators, as well as to other learners who are engaged in monitoring and evaluation activities in Non Governmental Organisations and the Private Sector.

The qualifying learner is capable of:
  • Contextualising different approaches to and theories of monitoring and evaluation in a particular organisation.
  • Demonstrating understanding of appropriate research design and methodology for monitoring and evaluating an organisation or programme in a specific context.
  • Designing a monitoring and evaluation plan for a specific context.
  • Collecting appropriate data aligned to specific indicators in a monitoring and evaluation plan.
  • Analysing and interpreting collated data.
  • Presenting the findings and recommendations of a monitoring and evaluation project or plan.

    Monitoring and evaluation concepts are explained with reference to the relationship between the concepts and activities and processes in a particular plan.

  • Inputs, activities, outputs, outcomes, impact, substantive and sectoral theories and models of change and the role of ethics.

    Different research design options are analysed in order to select an appropriate research design that links a perceived problem to monitoring and evaluation goals.

    Research design in natural and social sciences, qualitative, quantitative and mixed method approaches, simple, complicated and complex evaluation design.

    Research tools are discussed with reference to the purpose and application in a specific context.

    Tools include, but are not limited to:
  • Questionnaires, surveys, interviews, field visits, focused interviews, structures and unstructured interviews, and software programmes.
     

  • SPECIFIC OUTCOME 3 
    Design a monitoring and evaluation plan for a specific context.

    ASSESSMENT CRITERION 1 
    Situational analysis is conducted in order to understand the nature of an identified problem.

    The analysis includes, but is not limited to:
  • A scoping exercise to find out the nature and scope of the problem and required procedures.
     

  • ASSESSMENT CRITERION 2 
    A research design process is applied to develop a monitoring and evaluation plan for an intervention.

    The plan includes, but is not limited to:
  • Resources, time frames, goals and objectives, roles and responsibilities, stakeholder relationships, programme logic, targets, baseline data, development indicators, situation analysis, feasibility studies, pilot project and issues of ethics.
     

  • SPECIFIC OUTCOME 4 
    Collect appropriate data aligned to specific indicators in a monitoring and evaluation plan.

    The difference between primary and secondary data sources is discussed with reference to purpose, use and application of triangulation to verify collected data. 

    ASSESSMENT CRITERION 2 
    Appropriate data sources are identified with reference to the specific indicators. 

    ASSESSMENT CRITERION 3 
    Data is collected according to the indicators and managed according to a data management plan. 
    ASSESSMENT CRITERION RANGE 
    Management of data includes verifying data, dimensions of data, quality, consistency, reliability and validity.

    Analyse and interpret collated data.

    Qualitative and quantitative approaches to data analysis are explained with reference to the purpose and use.

    A data set is critically analysed and triangulated to identify similarities and differences, trends and how an intervention contributed to the achievement of goals and the solution of the problem. 

    SPECIFIC OUTCOME 6 
    Present the findings and recommendations of a monitoring and evaluation project or plan.
