PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for learners in the Public Sector who participate on job evaluation panels to determine whether a job evaluation process was fair and transparent. It may be useful for learners at different levels of management depending on the level of the job to be evaluated and the job evaluation policy of the department.

The qualifying learner is capable of:
  • Explaining the roles and responsibilities of a job evaluation panellist.
  • Explaining a job evaluation process and the implications for panel recommendations.
  • Applying knowledge of a business environment to make an informed recommendation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that learners are competent in Communication at NQF Level 3. 

    UNIT STANDARD RANGE 
    The Public Sector includes all spheres of Government, Public Entities, Constitutional Institutions and Municipal Entities.

    SPECIFIC OUTCOME 1 
    Explain the roles and responsibilities of a job evaluation panellist. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The current Guide on Job Evaluation and a Department's Job Evaluation Policy are analysed to explain the roles of the different stakeholders in the job evaluation process. 

    ASSESSMENT CRITERION 2 
    The accountability of panellists for joint decisions of the panel are explained with examples. 

    ASSESSMENT CRITERION 3 
    The quality assurance function of the panel is explained with reference to the report of the job analyst and the Guide on Job Evaluation and a Department's Job Evaluation Policy. 

    SPECIFIC OUTCOME 2 
    Explain a job evaluation process and the implications for panel recommendations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A job evaluation process is explained with reference to the steps in the process and the output at different stages. 

    ASSESSMENT CRITERION 2 
    A document pack for a job evaluation panel is analysed to determine relevance and the fairness and transparency of the process. 

    ASSESSMENT CRITERION 3 
    A job evaluation report is interpreted and questions are asked to interrogate the report. 

    SPECIFIC OUTCOME 3 
    Apply knowledge of a business environment to make an informed recommendation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The results of a job evaluation are analysed in terms of strategic and financial implications. 

    ASSESSMENT CRITERION 2 
    An analyst's oral feedback is analysed for relevance and to identify inconsistencies. 

    ASSESSMENT CRITERION 3 
    Queries relating to the job evaluation and inconsistencies are raised and a recommendation is made to support or amend the job evaluation report. 

    ASSESSMENT CRITERION 4 
    A recommendation is made to upgrade, down grade, retain the status quo or refer a specific job back to the analyst. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a candidate against this Unit Standard must be registered as an assessor with the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard must be accredited as a provider through the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines and the agreed ETQA procedures.
